II. Purpose:<br />

The Personnel Division provides comprehensive Employment Support, Labor Relations and Employee Training and<br />

Development Services for 21 <strong>County</strong> offices and departments which employ over 1,290 employees. The department<br />

administers two (2) merit-based personnel management systems involving the Civil Service System for Sheriff’s Office<br />

employees and a separate merit-based program for the majority of county employees.<br />

Major functions include recruitment and selection, classification and compensation, employee benefits administration, training<br />

and development, centralized personnel records system, employee relations, labor relations, unemployment compensation,<br />

administration of various HRMS systems which include e-Appraisal (electronic performance appraisal) and KRONOS (time<br />

management system) and the Online Application Recruitment System, ensure compliance with legislative requirements,<br />

including equal employment opportunity and development & implementation of <strong>County</strong>-wide human resources practices and<br />

policies.<br />

III. 2008 Accomplishments:<br />

• Thirteen (13) <strong>County</strong> Offices/Departments were brought online with the e-Appraisal System.<br />

• Completed one (1) session of Supervisors Certification Program with 15 graduates, representing a cumulative<br />

completion of 86% of all <strong>County</strong> Supervisors.<br />

• Completed 116 recruitments resulting in the hiring of 100 new employees.<br />

• Completed 52 classification reviews in 2008.<br />

• Completed and implemented revisions to ensure compliance with legal requirements for policies and procedures,<br />

which include Extra Help, Family Medical Leave Act, Military Leave, Retire/Rehire, and <strong>Kitsap</strong> <strong>County</strong> Drug & Alcohol<br />

Policy & Procedures for Commercial Driver’s Licenses.<br />

• Completed the Phase 1, the Workforce Analysis Phase of Succession Planning for <strong>Kitsap</strong> <strong>County</strong>.<br />

• Implemented the 5.2 upgrade to the KRONOS Timekeeping System. Completed training and implementation with<br />

selected departments.<br />

• With the assistance of Information Services, completed Phases 1 & 2 of the Online Application Recruitment System.<br />

• Completed development of the 360 Evaluation System for appointed Directors.<br />

• Negotiated four (4) successor agreements with bargaining units whose contracts expired in 2008.<br />

• Successfully selected vendors for the new Flexible Spending Account and COBRA Administration for a January <strong>2009</strong><br />

effective date.<br />

• Successfully implemented Medical Benefits Plans that were acceptable to the Medical Benefits Committee and within<br />

the economic guidelines of the Board of <strong>County</strong> Commissioners. This included transition of a new medical carrier.<br />
