II. Purpose:<br />

The primary duties of the Solid Waste Division are to develop, maintain, comply with, regularly update and oversee,<br />

implementation of the <strong>Kitsap</strong> <strong>County</strong> Comprehensive Solid Waste Management Plan (CSWMP) and the Moderate Risk Waste<br />

Management Plan (MRWMP). We oversee cost-effective implementation of the CSWMP and the MRWMP. We believe it is<br />

important to support professional development of staff, so each member is a resource to the community and to the Department,<br />

in their area of expertise. We fulfill our mission through:<br />

• Administering solid waste disposal operations at the Olympic View Transfer Station, three recycling and garbage<br />

facilities (Hansville, Silverdale and Olalla), and one recycle center (Poulsbo)<br />

• Operating a Household Hazardous Waste Collection Facility serving homeowners and small businesses<br />

• Overseeing post-closure activities at two closed landfills, and participating in the oversight of two additional closed<br />

landfills, including clean-up action plans as required<br />

• Administering and monitoring waste reduction/recycling programs, including residential and business recycling,<br />

organics management, and product stewardship efforts<br />

• Providing education to residents, community groups, schoolchildren, and businesses concerning proper solid waste<br />

management practices<br />

• Coordinating litter and illegal dumping cleanup and prevention efforts through the Clean <strong>Kitsap</strong> Program<br />

III.<br />

2008 Accomplishments:<br />

• Comprehensive Solid Waste Management Plan preliminary draft near completion<br />

• North End Household Hazardous Waste collection recommendations developed, to be included in Plan update<br />

• Facility supervisor hired at the HHW Collection Facility (75% grant funded) to oversee daily operations, increase<br />

customer service and improve worker safety<br />

• Draft Feasibility Study of the Hansville Landfill completed, awaiting Ecology approval<br />

• Multi-family recycling service pilot project begun<br />

• Continued improvement in the Clean <strong>Kitsap</strong> Program’s litter and illegal dumping response<br />

• EPA Waste Wi$e Award received for the 8 th consecutive year<br />

• Local Source Control Program implemented, through contract with Department of Ecology, providing technical<br />

assistance to small businesses in waste management and pollution prevention; coordinating efforts with <strong>Kitsap</strong><br />

<strong>County</strong> Health District, which contracts with Ecology for the same program<br />

• Completed change to single stream curbside recycling program, resulting in 29% increase in tons collected through<br />

residential programs<br />
