Significant <strong>Budget</strong> Issues<br />

• Forty three percent of the I/S Expense <strong>Budget</strong> is tied to the economy for the cost of supplies and services from vendors.<br />

As inflation continues to rise at 3 – 5% annually, and the Counties Property and Sales Tax revenue are either capped or<br />

declining, there is little or no funding to keep-pace with technology advances.<br />

• Information Services has become very creative in finding ways to accomplish two or more projects with one effort and/or<br />

limiting resources to only those projects with the true and highest Return on Investment. This has caused many<br />

worthwhile and value-added projects to be deferred or dropped. Examples from 2008 include:<br />

o 2010 Census and <strong>County</strong>-wide Situs Addressing; 911 Public Safety First Responders, includes all four cities<br />

o CRM Open Line, assisting Public Works, Community Development, Commissioners, and Discovery-Disclosure<br />

o Land Information-Permitting, Assessor/Treasurer, and Oracle Data Base upgrades combined into one effort<br />

o Fairgrounds Fiber upgrade; BKAT Head-End, replace old T-1 circuits, improve Emergency Operations Network<br />
