COMMUNITY DEVELOPMENT<br />

Purpose:<br />
The Department of Community Development has the following major functions.<br />
• Develops and implements the <strong>County</strong>’s Comprehensive Plans, subarea plans, Shoreline Master Plan, and subsequent<br />
codes that manage land use, environmental protection, and storm water in the unincorporated areas of <strong>Kitsap</strong> <strong>County</strong><br />
(mandated).<br />
• Performs the public safety and health functions related to safe structures, fire protection, code compliance, environmental<br />
compliance, etc. through its permitting and inspections processes (mandated).<br />
• Advocates for salmon recovery and other environmental programs that ensure the <strong>County</strong> is consistent with federal and<br />
state policy through its lead entity work in salmon recover, stream team education and outreach programs, and various<br />
restoration projects (mandated).<br />

2008 Accomplishments:<br />
• Implemented performance measures system shows the Department has made significant progress in improving its<br />
business practices and systems<br />
• Created a Department Advisory Group to assist in identifying best business practices.<br />
• Implemented fee policies to govern fee setting and usage for the Department.<br />
• Saved a salmon recovery project for the realignment of Chico Creek through innovative staff work that began the project<br />
after six years of roadblocks. Completed phase 1 of the project in 4 th Quarter, 2008.<br />
• Implemented a code revision process that produced a significant development code change in a period of 4 months; the<br />
normal process has been 18-24 months.<br />
• Completed Illahee Subarea plan; made significant progress on Kingston and Greater Hansville/Eglon plans, which are<br />
scheduled for completion in <strong>2009</strong>.<br />
• Conducted a reduction in force of 22 positions in September, two days after receiving approval from the Board of<br />
Commissioners.<br />
<strong>2009</strong> Goals and Objectives:<br />
We will contribute to Effective and Efficient <strong>County</strong> Services by<br />
• Complete the <strong>2009</strong> Commissioner Docket consisting of Comprehensive Plan updates, subarea plans, and code revisions<br />
to include implementing mediation programs in land use processing.<br />
• Plan and implement 2006 Comprehensive Plan review to ensure it’s compliant with the state’s Growth Management Act,<br />
due in 2011.<br />
• Plan and implement the Shoreline Master Plan update due in 2011.<br />
• Update Title 12 with adoption of the State’s Department of Ecology 2005 Stormwater Manual, due by August, <strong>2009</strong>.<br />
• Continue to improve departmental practices to meet code based time requirements.<br />
• Working with construction community, increase plan review and inspections productivity through an outreach program<br />
that focuses on their business practices as well as the departments.<br />
• Work with county staff and the cities regarding Urban Growth Area Management Agreements (UGAMA) for the transition<br />
of specific county services to the cities.<br />
• Transition code emphasis from punitive enforcement to voluntary compliance to reduce nuisances throughout the county.<br />

Building Division<br />
Responsible for ensuring that submitted building/structural construction permits are compliant with local, state and<br />
nationally adopted building, mechanical and plumbing codes through review of plans/specifications and field<br />
inspections to provide for the public safety of structures. These reviews ensure that construction conforms to all<br />
recommendations contained in geotechnical reports, engineered designs, and other appropriate documents. During<br />
emergencies, this division conducts inspections of structures to ensure they are safe to inhabit.<br />
1. Maintain turnaround time for plans review.<br />
2. Educate builders to the efficiencies of combining inspections, being ready for inspections, and costs to the<br />
builder of multiple re-inspections.<br />
