TREASURER<br />

• Anticipated increase in foreclosures and delinquencies due to economic times.<br />

• A substantial decrease in interest rates for <strong>2009</strong> will continue to depress interest earnings for the <strong>County</strong> and junior<br />

taxing districts.<br />

II.<br />

Purpose:<br />

The Treasurers office holds a key position of public trust in the financial affairs of local government.<br />

The following are the main services provided:<br />

• Acts as the bank for the county, school districts, fire districts, water districts, port districts and other units of local<br />

government. Monies not needed for immediate expenditure are invested by the Treasurer.<br />

• Collects and distributes real and personal property taxes, real estate excise taxes, special assessments and such<br />

fees that may be collected together with property taxes.<br />

• Distrains and sells personal property for nonpayment of taxes. Real property is subject to foreclosure for nonpayment<br />

of taxes and/or special assessments and is sold at auction.<br />

• Disposes of all property declared surplus by the Board of <strong>County</strong> Commissioners.<br />

2008 Accomplishments:<br />

• Continued enhancements to the Land Information System for the collection of property taxes.<br />

• Enhanced the website with more detailed information on property taxes and foreclosure properties.<br />

• 115,500 Tax Accounts accurately billed and collected.<br />

• Distributed all tax collections accurately to <strong>County</strong> departments and junior taxing districts on a daily basis.<br />

• Issued monthly Treasurer’s Cash Reports to all <strong>County</strong> departments and junior taxing districts for which we function<br />

as ex-officio Treasurer.<br />

• Continued to utilize the countywide investment pool which has increased earnings by $21,773,000 over the past 10<br />

years.<br />

• Utilized technology to improve the efficiency of the automated warrant reconciliation process.<br />

• Processed 7,758 Real Estate Excise transactions.<br />

• Billed and collected assessments for 27 water, sewer and road districts.<br />

• Processed over $2.9 billion in banking transactions on behalf of the county and junior taxing districts.<br />

• Processed in excess of 2,745 refunds to taxpayers (senior citizen exemptions, Board of Equalization changes etc.)<br />

IV.<br />

<strong>2009</strong> Goals and Objectives:<br />

• We will contribute to Effective and Efficient <strong>County</strong> Services by maximizing county revenue in three ways. 1) Maximize<br />

the value of investing in the <strong>Kitsap</strong> <strong>County</strong> Investment Pool. 2) Manage the number of days required to process the mass<br />

tax collection for April and October. 3) Decrease tax delinquency at year-end.<br />

V. Program Overview<br />

Description:<br />

• Bills, collects and distributes all tax payments.<br />

• Processes real estate excise transactions.<br />

• Receives and receipts all cash deposits by departments and taxing districts.<br />

• Bills and collects special assessments.<br />

• Process refund petitions.<br />

• Balances daily cash and reconciles to cash report.<br />

• Reconciles bank statement.<br />

• Update name and address changes.<br />

• Holds public auctions for Real Property tax foreclosure and Personal Property Distraint sales as mandated by RCW 84.64<br />

and RCW 84.56, Tax title and Right of Way Properties and dispose of <strong>County</strong> Surplus Property.<br />

• Provide bank-like services for governmental entities.<br />
