Policy and Planning:<br />

Community Planning Section: Sub-area/geo-specific planning efforts, including Site Specific Amendments; code<br />

development; rural commercial and industrial development; legacy lot code; Rural Wooded Incentive Program.<br />

Land Use Section: Permit Processing; backlog reduction: Hearings Examiner efficiencies<br />

Description:<br />

Community Planning: This program includes all activities relating to: planning for specific areas within <strong>Kitsap</strong><br />

<strong>County</strong>, including ‘docketed’ Comp Plan Amendments; ‘rolling’ code development; development of rural areas for<br />

commercial and industrial development, including associated code development; development of code for managing<br />

density with rural legacy lots; development of a compliant Rural Wooded Incentive Program allowing for clustered<br />

rural development.<br />

Land Use: This program includes all activities relating to: processing permits in a time-sensitive and efficient<br />

manner; eliminating backlogged permits, either active or inactive; meeting and exceeding Hearings Examiner<br />

expectations.<br />

Initiatives:<br />

Community Planning:<br />

1. Completing the <strong>2009</strong> Docket including: Greater Hansville Area Plan; the Downtown Kingston Master Plan;<br />

reviewing and recommending on countywide Site Specific Amendments (SSAs) to the Comp Plan;<br />

implementing a new Silverdale Design District and associated design principles.<br />

2. Revise Title 21 ‘Land Use and Development Procedures’, Title 16 ‘Land Division and Development’, Title 17<br />

‘Zoning’<br />

3. Evaluate opportunities for rural commercial/industrial development, including Limited Areas of More Intensive<br />

Rural Development; develop rural use table for commercial/industrial uses; engage partners in development<br />

opportunities and planning (eg, KEDA)<br />

4. Evaluate legacy lot code from other jurisdiction with consideration to desired outcome.<br />

5. Identify range of desired outcomes with stakeholders, cognizant of moratorium deadline; develop alternative(s)<br />

that largely meet objectives of stakeholders, county and GMHB; prepare code that suits a GMA-compliant<br />

program.<br />

Land Use:<br />

1. Target active land permits for compliant processing with emphasis on performance by applicant and DCD;<br />

target inactive permits with ’30-day’ deadline letter; implement mediation process for land review applications,<br />

and continue to increase Hearing Examiner efficiencies through improved staff reports, applicant agreements,<br />

etc.<br />
