<strong>2009</strong> Goals and Objectives:<br />
We will contribute to Safe and Healthy Communities through:<br />
• Successful development of a community-based, substance abuse prevention coalition to enhance collaboration among<br />
organizations and community members focused on the reduction of youth substance abuse.<br />
• Development and submittal of a federal grant application to support the work of a community-based, substance abuse<br />
prevention coalition aimed at the reduction of youth substance abuse through more effective collaboration among<br />
organizations and community members focused on the reduction of substance abuse.<br />
• Development of a Youth Council composed of 10-15 youth (Grades 8-12) aimed at engaging youth in leadership<br />
activities devoted to the reduction of substance abuse among their peers.<br />
• Expansion of the current workforce development Drop Out Prevention Program from 35 youth per year to 100 per year<br />
by securing the Office of Superintendent of Public Instruction Building Bridges Grant.<br />
• Providing follow-up services to 75% of the individuals hospitalized for psychiatric care within 7 days of their discharge<br />
from inpatient care.<br />
• Reducing the number of individuals on chemical dependency treatment wait lists by securing additional state treatment<br />
resources.<br />
• Veterans Advisory Board co-sponsoring two indigent veterans Stand Down events.<br />
• Continuing to improve local veterans' services by identifying and implementing best practices experienced by state and<br />
other county programs.<br />
• Partnering with service providers to develop depression screening for <strong>Kitsap</strong> seniors to assist in the recognition and<br />
treatment of depression in seniors.<br />
• Improving access to long-term care through expanded information services and program visibility which will increase<br />
opportunities and options for <strong>Kitsap</strong> seniors and the disabled to remain at home with supportive services.<br />
We will contribute to a Thriving Local Economy by:<br />
• Implementing the Employment Readiness Scale test for job seekers at our WorkSource offices. This test of job<br />
readiness is the result of planning by our business members of the Olympic Workforce Development Council and will<br />
contribute to a strong workforce to retain and attract businesses.<br />
• Training incumbent workers from employers in the local marine industry and healthcare industry which will help these<br />
workers advance in their careers and retain local businesses.<br />
• Development of the high school transition component of project Work Independence Network (WIN) at Harrison<br />
Medical Center by utilizing two grants that were awarded through the Division of Developmental Disabilities and<br />
Division of Vocational Rehabilitation.<br />

Human Services - Aging and Long-Term Care<br />
The mission of Aging and Long-Term Care is to work both independently and through community<br />
partnerships to promote the well-being of older people and disabled adults. This is done by ensuring that<br />
<strong>Kitsap</strong> <strong>County</strong> is an Elder-Friendly Community, and thereby assisting seniors in maintaining their<br />
independence in the community.<br />
Aging and Long-Term Care manages a comprehensive system of services to engage aging adults and those<br />
needing long-term care to live independently for as long as possible. Over 5,100 clients are served directly<br />
by Aging and Long Term care employees or by local agencies under contract. All program funds are received<br />
from the Washington State Area Agency on Aging, a division of the Department of Social and Health<br />
Services. The public helps to plan the use of these funds through the <strong>Kitsap</strong> <strong>County</strong> Area on Aging Advisory<br />
Council.<br />
The <strong>Kitsap</strong> <strong>County</strong> Area on Aging Advisory Council is made up of twelve (12) residents from all areas of the<br />
<strong>County</strong>, including representative from diverse ethnic groups and low-income seniors. The Council is the<br />
primary link to the community for policy input and program information dissemination. It is required to advise<br />
Aging and Long-Term Care in the development and implementation of the Area on Aging Plan for aging<br />
services and conduct public hearings, represent the interests of older persons, and review and comment on<br />
all community policies, programs and actions which affect older persons.<br />
