EMERGENCY MANAGEMENT<br />
• Fully implemented Critical Incident Stress Management Team for <strong>Kitsap</strong> <strong>County</strong><br />
• Conducted district wide emergency preparedness training for South <strong>Kitsap</strong> School District employees (750)<br />
• Developed ACCESS database to track neighborhood preparedness and the capability to monitor neighborhoods during<br />
disasters<br />
• Enhanced web base streaming videos for public education<br />
• Conducted a total of 25 training sessions for first responders, volunteers and city/county management teams<br />
• Implemented fire responder call back for Fire, Medical Reserve Corps and EOC Personnel<br />
• Conducted nine exercise throughout the year:<br />
‣ Seminar – Diablo Bravo<br />
‣ Tabletops – Diablo Bravo and Winter Storm<br />
‣ Drop Cover Hold Drills – Earthquake (2)<br />

2008 Accomplishments - Homeland Security Region 2<br />
• Technical Rescue – trained 6 in-house trainers in various technical rescue courses<br />
• Video Conferencing – Continued to build a region-wide conferencing system<br />
• Credentialing – Purchased region wide credentialing equipment for response organizations<br />
• Audits – passed extensive Federal Homeland Security Inspector General audits<br />
• Interoperability – purchased 148 portable and mobile radios for <strong>Kitsap</strong> Sheriff’s Office, Poulsbo, Port Orchard,<br />
Bremerton and Bainbridge Island Police Departments along with Port Gamble and Suquamish Tribes (LETPP Grant)<br />
• Provided Surplus radios to <strong>Kitsap</strong> <strong>County</strong> Search & Rescue organizations<br />
• Purchased 382 portable and mobile radios for <strong>Kitsap</strong> fire agencies<br />
• Completed region-wide Communication Assets Survey and Mapping to assess regional interoperability<br />
communications capability<br />
• Participated in 2010 Olympics Interoperability communications exercise<br />
IV. <strong>2009</strong> Goals, Objectives, Performance Measures:<br />
• We will contribute to Safe and Healthy Communities by reducing the loss of life and property caused by a natural<br />
disaster through neighborhood preparedness programs.<br />
• We will participate in Inclusive <strong>Government</strong> by maintaining the Emergency Management website with current<br />
emergency preparedness information and accessibility to property hazard information and mitigation<br />
recommendations.<br />
• We will provide Effective and Efficient <strong>County</strong> Services by increasing volunteer opportunities through the Citizen<br />
Corps.<br />
• Continue to support COPS grants through Program Management and financial management<br />
• Enhance City training to Port Orchard<br />
• Continue with the updating of both the <strong>County</strong> Hazard Plan and Comprehensive Plan<br />
• Complete <strong>County</strong>-wide Emergency Plan for Pets (moved to <strong>2009</strong>)<br />
• Complete Performance Measures for all functions in Emergency Management<br />
Performance Measures:<br />
Emergency Management in late 2008 created the following performance measurers. As we move through <strong>2009</strong> these measures<br />
will be refined and more highly defined. In 2010 we will then be able to compare effectiveness and efficiency of programs.<br />
Operational/Response Goals<br />
• Qualify & Credential Incident Management Team<br />
• Timely notification of Emergency Operations Center (EOC) Personnel using the PIER notification program<br />
• Effective resource management through National Incident Management System (NIMS) Resource typing<br />
• Meet NIMS training compliance requirements<br />
• Validate the effectiveness of Emergency Management plans over a 4-year cycle<br />
• Develop a county-wide damage assessment program & exercise this program for validation<br />
Community Preparedness-Training<br />
• Increase household/neighborhoods prepared for disasters<br />
• Implement the PIER callback process for fire agencies<br />
• Identify and Map disaster vulnerable neighborhoods due to isolation<br />
