• Due to technology investment, system efficiencies<br />

internal reorganization and increased labor<br />

productivity the FTE count in the Assessor<br />

Department has been declining.<br />

• Paperless systems for parcel record maintenance<br />

and appeal processing have caused moderate<br />

reductions to supply costs.<br />

II.<br />

Purpose:<br />

The Assessor is required by law to distribute the property tax burden within <strong>Kitsap</strong> <strong>County</strong>. This is done by equitably<br />

valuing property, setting individual taxing district levies based on those values, administering tax relief (exemption)<br />

programs and maintaining all assessment records. The above services shall be provided in a courteous, efficient and<br />

understandable manner.<br />

III. 2008 Accomplishments:<br />

a. Revalued all property in <strong>Kitsap</strong> <strong>County</strong>.<br />

b. Physically inspected all residential and commercial property in Bainbridge Island, Indianola, and Suquamish.<br />

c. Added all newly built commercial and residential improvements and remodels to the tax roll.<br />

d. Processed all personal property listings and made estimates on all accounts where listings were not received.<br />

e. Added all new subdivisions to the tax roll and processed all requested boundary line adjustments, splits and<br />

merges.<br />

f. Audited income of 25% of all senior/disabled exemptions, while adding and deleting accounts as appropriate.<br />

g. Responded to all Board of Equalization, State Board of Tax Appeals and Superior Court appeal petitions and<br />

lawsuits.<br />

h. Processed all new applications and removals from “current use” classification.<br />

i. Process all destroyed property claims.<br />

j. Converted the recheck and appeals tracking and filing system to paperless in conjunction with the Board of<br />

Equalization.<br />

k. Provided public access to all records associated with the assessment process.<br />

IV. <strong>2009</strong> Goals and Objectives:<br />

a. Do a-j above as we did in 2008, except the physical inspection area shifts to the City of Bremerton and<br />

surrounding area.<br />

b. Work with IS to convert our computer assisted mass appraisal system (PROVAL) from an oracle to a sequel<br />

server database.<br />

c. Encourage increased usage of the personal property on-line filing system.<br />

d. Send email personal property listings and notice of value to all on-line filers in lieu of standard mail delivery.<br />

e. Reduce the statistical measurements of uniformity (coefficient of dispersion) while maintaining one of the lowest<br />

ratios of staff to parcel count and dollars per parcel in the state.<br />
