除 了 個 別 罔 顧 法 紀 的 人 士 外 , 香
港 整 體 公 務 員 隊 伍 是 廉 潔 和 有 效 率 的 ,
這 對 維 持 香 港 的 經 濟 動 力 至 為 重 要 。 然
而 , 要 維 持 香 港 的 競 爭 優 勢 , 我 們 必 須
繼 續 致 力 向 公 營 機 構 推 動 誠 信 文 化 。 廉
署 與 公 務 員 事 務 局 過 往 曾 成 功 合 辦 了 不
少 誠 信 推 廣 活 動 , 而 在 二 零 零 六 年 年
底 , 我 們 再 接 再 勵 , 攜 手 推 出 一 項 新 的
誠 信 倡 廉 活 動 。 在 該 項 嶄 新 的 誠 信 領 導
計 劃 下 , 每 個 政 府 決 策 局 / 部 門 均 獲 邀
提 名 一 名 高 層 首 長 級 人 員 擔 任 誠 信 事 務
主 任 , 在 所 屬 的 決 策 局 / 部 門 督 導 誠 信
管 理 和 有 關 的 推 廣 活 動 。 這 個 強 而 有 力
的 誠 信 事 務 主 任 網 絡 將 提 供 一 個 永 久 平
台 , 讓 各 部 門 合 力 推 行 長 期 和 持 續 的 公
務 員 誠 信 深 化 工 作 。 廉 署 已 聯 同 公 務 員
事 務 局 局 長 , 於 二 零 零 六 年 年 底 向 政 府
各 決 策 局 / 部 門 發 出 邀 請 信 。 獲 得 的 初
步 反 應 積 極 , 令 人 鼓 舞 。
廉 署 亦 瞭 解 到 , 市 民 對 公 共 服 務
外 判 所 引 起 的 問 題 甚 為 關 注 。 我 們 深
信 , 良 好 的 誠 信 操 守 , 再 加 上 有 效 的 防
貪 管 控 措 施 , 才 是 杜 絕 貪 污 舞 弊 的 良
方 。 因 此 , 廉 署 專 責 防 貪 工 作 的 人 員 已
向 部 門 建 議 設 立 機 制 , 在 整 個 監 管 和 營
運 過 程 中 加 入 有 效 的 制 衡 、 提 升 透 明
度 , 並 對 違 規 者 予 以 懲 罰 , 以 收 阻 嚇 之
效 。 廉 署 亦 主 動 接 觸 會 採 用 公 營 部 門 與
私 營 機 構 合 作 計 劃 模 式 提 供 公 共 服 務 或
設 施 的 決 策 局 / 部 門 , 向 它 們 提 供 防 貪
建 議 。 建 議 主 要 針 對 如 何 確 保 審 批 過 程
及 管 理 符 合 誠 信 標 準 , 特 別 是 在 處 理 有
關 利 益 衝 突 及 保 護 機 密 敏 感 商 業 資 料 方
面 。
二 零 零 六 年 , 私 營 機 構 共 錄 得
2,037 宗 貪 污 投 訴 , 較 上 年 下 跌 9%, 佔
整 體 舉 報 數 字 的 61%。 比 例 雖 與 二 零 零
五 年 相 同 , 但 較 二 零 零 四 年 錄 得 的 58%
為 高 。 涉 及 樓 宇 管 理 的 舉 報 仍 然 為 數 最
多 , 全 年 共 有 822 宗 , 佔 所 有 私 營 機 構

Except for an unscrupulous few, the civil
service of Hong Kong is clean and efficient, which
is crucial in sustaining the economic vibrancy
of the city. Yet this competitive edge of Hong
Kong requires constant efforts to bolster a probity
culture in the public sector. Riding on the success
of integrity campaigns jointly mounted with the
Civil Service Bureau (CSB) in the past years, the
Commission and the CSB moved one step further
with a new "Programme on Ethical Leadership",
which aims for sustainability by embedding
integrity management in the day-to-day operations
of government bureaux/departments. Under the
programme, each government bureau/department
was invited to nominate an Ethics Officer at senior
directorate level to oversee integrity management
and promotion among staff in the respective
bureau/department. This network of high-powered
Ethics Officers will provide a permanent platform
for extended and concerted actions in cementing
civil service integrity. Together with the Secretary
for the Civil Service, we issued an invitation
letter to all government bureaux/departments in
December 2006. Initial response was positive and
encouraging.
The Commission was also conscious
of public concerns over the many issues arising
from the outsourcing of public services. We
believe a high standard of integrity, together with
good system controls, are needed to forestall
abuses. In this connection, the Commission
provided corruption prevention advice to client
departments on measures to improve business
processes to build in checks and balances, and
enhance transparency, coupled with sanctions
for non-compliance to achieve deterrence. The
Commission also engaged proactively with policy
bureaux/departments over the Public Private
Partnership scheme, focusing on measures
to safeguard the integrity of the letting and
administration process, in particular the need
to manage conflict of interest and to protect the
confidentiality of sensitive commercial information.
In 2006, the private sector booked a
total of 2,037 corruption complaints, a 9% drop
than the previous year. They constituted 61%
of the total, same as 2005 but higher than the
