接 觸 小 型 地 產 代 理 公 司 。 我 們 十 分 高 興
得 悉 地 產 代 理 監 管 局 已 同 意 將 廉 署 的 防
貪 講 座 納 入 地 產 代 理 持 續 專 業 進 修 計 劃
的 核 心 科 目 。 為 了 表 明 對 防 止 貪 污 的 重
視 , 地 產 代 理 監 管 局 亦 已 將 《 防 止 賄 賂
條 例 》 的 相 關 條 文 納 入 地 產 代 理 及 營 業
員 資 格 考 試 的 範 圍 內 。
「 內 地 與 香 港 關 於 建 立 更 緊 密 經
貿 關 係 的 安 排 」 的 進 一 步 落 實 , 為 香 港
的 專 業 服 務 帶 來 了 進 入 內 地 市 場 的 新 機
遇 。 委 員 會 贊 同 社 關 處 適 時 加 強 向 專 業
界 別 推 廣 誠 信 管 理 , 包 括 透 過 有 關 專 業
團 體 為 特 許 秘 書 和 會 計 師 舉 辦 研 討 會 ,
而 為 特 許 秘 書 舉 辦 的 研 討 會 更 被 列 為 特
許 秘 書 持 續 專 業 進 修 課 程 的 核 心 科 目 。
由 於 香 港 的 銀 行 及 融 資 業 務 在 內 地 市 場
迅 速 發 展 , 社 關 處 於 二 零 零 六 年 十 二 月
推 出 一 套 《「 誠 」 本 管 理 生 「 才 」 有
道 》 金 融 服 務 業 實 務 錦 囊 , 供 銀 行 與 金
融 界 的 人 力 資 源 和 培 訓 人 員 參 考 。 該 套
實 務 錦 囊 亦 可 用 作 培 訓 港 資 銀 行 在 內 地
聘 用 的 管 理 人 員 。
青 少 年 與 德 育
向 青 少 年 灌 輸 正 面 價 值 觀 對 在 社
會 建 立 誠 信 文 化 有 很 大 作 用 。 委 員 會 十
分 支 持 社 關 處 與 其 他 青 少 年 和 專 業 團 體
合 作 推 出 一 項 「 建 誠 信 創 未 來 」 青 年 培
訓 計 劃 , 透 過 舉 辦 一 系 列 培 訓 工 作 坊 、
體 驗 日 營 、 個 案 研 習 比 賽 等 活 動 , 向
1,500 多 名 來 自 本 港 、 澳 門 、 內 地 及 海 外
的 大 學 生 灌 輸 成 為 「 誠 信 領 袖 」 所 必 需
具 備 的 知 識 與 技 巧 。 這 些 活 動 最 後 將 會
以 於 二 零 零 七 年 三 月 舉 行 的 青 年 高 峰 會
議 作 為 總 結 。
委 員 會 亦 知 悉 , 社 關 處 在 二 零 零
六 年 三 月 推 出 一 套 視 聽 「 通 識 教 育 教 材
套 」, 方 便 教 師 教 授 高 中 德 育 課 程 。 此
外 , 為 進 一 步 利 用 互 聯 網 加 強 向 兒 童 推
廣 品 德 教 育 , 社 關 處 於 二 零 零 六 年 籌 備

also lent support to the programme. Following
the kick-off of the programme which took the
format of a seminar organised for the trade and
the promulgation of a set of ethical management
principles for adoption by estate agencies, CRD
further visited individual large and medium-sized
estate agencies to offer ICAC services. By end
2006, 24 agencies were contacted. Small real
estate agencies would also be reached through
the network of the trade associations and EAA.
We were happy to note that EAA had agreed to
incorporate the ICAC session as a core subject
in their Continuing Professional Development
Scheme for real estate practitioners. To reflect the
importance attached to corruption prevention,
EAA's Real Estate Agent and Salespersons
Qualifying Examination would also cover the
relevant provisions of the Prevention of Bribery
Ordinance.
Further implementation of CEPA has
brought about new opportunities for Hong Kong's
professional service in the Mainland market. The
Committee endorsed CRD's timely endeavour in
stepping up the promotion of ethical management
among professionals, including the conduct of
seminars for chartered secretaries and accountants
through their professional bodies. The seminar for
the former was also accredited as a core subject
in the continuing professional development
programme for chartered secretaries. In view
of the rapid expansion of Hong Kong's banking
and financial businesses into the Mainland
market, CRD launched a "Tool Kit on Managing
Staff Integrity for the Financial Services Sector"
in December 2006 for reference and use by the
human resources and training personnel in the
banking and financial sectors. The package could
also be used for training Mainland managers
employed by Hong Kong-funded banks.
YOUTH AND MORAL EDUCATION
Instilling positive values among young
people goes a long way towards building
up a probity culture in the community. The
Committee fully supported CRD's collaboration
with youth and professional bodies in launching
the "Ethical Leadership for the New Generation"
Training Programme for young people. A series
