的 「 廉 政 全 接 觸 」 欄 目 上 載 了 廉 署 執 行
處 首 長 的 專 訪 , 由 他 親 身 講 述 多 年 來 打
擊 貪 污 罪 行 的 經 驗 。

向 公 眾 提 供 最 新 的 廉 署 資 訊 。 年 內 , 廉
署 網 站 的 總 瀏 覽 人 次 逾 196 萬 , 而 累 積
點 擊 更 接 近 7,000 萬 次 , 平 均 瀏 覽 時 間
為 14 分 鐘 。 至 於 青 年 網 站 「 另 有 TEEN
地 」(http://www.icac.org.hk/teensland)
則 致 力 加 強 互 動 元 素 , 向 青 年 人 灌 輸 正
面 的 價 值 觀 , 包 括 推 出 「 廉 證 歲 月 」 特
輯 , 回 顧 昔 日 貪 污 為 患 的 歲 月 , 及 透
過 「TEEN 地 講 場 」 討 論 區 , 與 青 年 人
探 討 城 中 熱 門 話 題 , 從 而 向 他 們 灌 輸 正
面 的 價 值 觀 。 青 年 網 站 在 年 內 的 總 瀏 覽
人 次 達 95 萬 , 累 積 點 擊 總 數 逾 4,680 萬
次 , 而 平 均 瀏 覽 時 間 為 10 分 鐘 。
公 營 機 構
廉 潔 的 公 務 員 隊 伍 , 對 維 繫 市 民
對 特 區 政 府 的 信 任 和 信 心 至 為 重 要 。 年
內 , 社 關 處 與 公 務 員 事 務 局 繼 續 跟 進
「 公 務 員 廉 潔 操 守 深 化 計 劃 」, 協 助 政
府 部 門 強 化 內 部 誠 信 文 化 。 廉 署 與 公 務
員 事 務 局 組 成 的 專 責 隊 伍 共 探 訪 了 34
個 政 府 部 門 , 與 參 與 部 門 的 管 理 層 商 討
推 廣 及 深 化 誠 信 廉 潔 文 化 的 工 作 。 為 鞏
固 公 務 員 的 誠 信 文 化 , 廉 署 與 公 務 員 事
務 局 於 二 零 零 六 年 年 底 推 出 一 項 「 持 廉
守 正 - 誠 信 領 導 計 劃 」, 邀 請 各 政 府 決
策 局 及 部 門 首 長 委 出 誠 信 事 務 主 任 。 透
過 這 個 誠 信 網 絡 , 部 門 可 以 與 廉 署 及 公
務 員 事 務 局 定 期 分 享 有 關 誠 信 管 治 的 經
驗 , 長 遠 地 促 進 和 深 化 公 務 員 的 廉 潔 文
化 。

The ICAC Channel is a web-based multimedia
platform for house-produced programmes
to enhance the transparency of the Commission's
work and keep the public informed of ICAC's
latest events. In the year, a feature interview with
the Head of Operations was uploaded onto the
"Zooming In" programme to talk first hand on the
battle against corruption.
In 2006, the ICAC Corporate Website
(http://www.icac.org.hk), with its regularly updated
contents, attracted over 1.96 million visits and
close to 70 million hits. The average time spent
by each viewer on the Website was 14 minutes.
The thematic website, "Teensland" (http://www.
icac.org.hk/teensland), a youth-oriented platform
to instil positive values into young people, was
enriched with interactive contents including
a special web feature depicting the evils of
corruption in the bad old days, and a discussion
forum making use of popular topics among young
people to inculcate positive values. The website
drew 0.95 million visits and recorded over 46.8
million hits during the year. The average time
spent by each surfer was about 10 minutes.
PUBLIC SECTOR
A clean civil s e r vice is o f u t m o s t
importance in maintaining public trust and
confidence in the HKSAR Government. In the
year, the Department continued to work together
with the Civil Service Bureau (CSB) to follow
up on the Civil Service Integrity Entrenchment
Programme (CSIEP), and to help government
departments foster an ethical culture. In total,
the joint task force of the ICAC and the CSB had
visited 34 departments under the Programme
and shared views with their senior staff on
practical issues concerning integrity management
and entrenchment. Riding on the momentum
generated by the CSIEP, we jointly launched
with the CSB at the end of the year, an Ethical
Leadership Programme to go a step further in
developing ownership among bureaux and
departments to take on the responsibility for
inculcating a culture of integrity among staff.
