姬 達 爵 士
首 任 廉 政 專 員 姬 達 爵 士 在 四 月 於
英 國 的 寓 所 逝 世 , 享 年 84 歲 。 我 謹 向
姬 達 爵 士 致 以 最 崇 高 的 敬 意 , 作 為 回 顧
二 零 零 六 年 的 總 結 。 香 港 現 時 能 夠 位 居
全 球 最 廉 潔 城 市 之 列 、 享 譽 為 安 居 及 營
商 的 好 地 方 , 確 實 叫 人 感 到 驕 傲 , 但 若
非 姬 達 爵 士 當 年 的 高 瞻 遠 矚 、 決 心 和 勇
氣 , 廉 潔 美 譽 對 香 港 而 言 , 將 可 能 遙 不
可 及 。 正 如 行 政 長 官 在 追 思 會 中 指 出 ,
姬 達 爵 士 在 香 港 充 滿 挑 戰 的 時 候 , 於
一 九 七 四 年 協 助 成 立 廉 政 公 署 。 在 隨 後
的 四 年 , 姬 達 爵 士 排 除 萬 難 , 為 廉 署 奠
下 穩 固 基 礎 , 令 廉 署 得 以 持 續 有 效 地 推
展 肅 貪 倡 廉 工 作 , 成 為 卓 越 的 反 貪 機
構 。 我 們 對 這 位 反 貪 巨 人 常 懷 感 激 之
情 , 實 非 片 言 隻 語 所 能 盡 述 。 在 今 後 的
反 貪 使 命 中 , 他 將 會 繼 續 成 為 我 們 的 工
作 動 力 。 我 謹 代 表 本 署 同 寅 , 向 姬 達 爵
士 夫 人 及 其 家 人 致 以 深 切 的 慰 問 。

2007. More advanced facilities and information
technology support provided in the purpose-built
headquarters building would enhance the overall
efficiency of the ICAC in battling increasingly
sophisticated corruption and meeting future
challenges.
Checks and Balances
Public support to the Commission is
fundamental to the continued effectiveness of the
Commission. Yet misunderstanding at times arises
from the need to maintain absolute confidentiality
in corruption investigation. To assure the
public that the Commission acts impartially and
discharges our duties strictly according to the law,
our operations are subject to a highly structured
and stringent system of checks and balances.
All aspects of the work of the Commission are
monitored and overseen by four civilian advisory
committees. Chaired by prominent community
leaders with members drawn from a cross-section
of the community, the advisory committees call to
account all acts of the Commission. The Advisory
Committee on Corruption, the Operations Review
Committee, the Corruption Prevention Advisory
Committee and the Citizens Advisory Committee
on Community Relations also publish their own
and separate annual reports. Moreover, chairmen
of the advisory committees hold annual media
conferences to report to the public of their work.
All Commission staff are required to carry
out their duties with integrity and professionalism
of the tallest order. To ensure this is the case, all
non-criminal complaints directed at members of
the Commission are overseen by an independent
ICAC Complaints Committee, which is served
by an independent secretariat and issue its own
annual report.
Appreciation
First and foremost, I wish to express
my deepest gratitude to members of the public
who not only alert us of any corrupt dealings but
support the Commission in its various corruption
prevention activities. Corruption fighting is an
unending mission and the Commission could not
have prevailed without the dedication, devotion
