主 要 工 作
年 內 , 防 貪 處 繼 續 就 環 境 保 護 、
建 造 工 程 、 公 共 房 屋 、 教 育 、 貨 品 及 服
務 採 購 、 執 法 等 公 共 服 務 , 協 助 政 府 部
門 及 公 共 機 構 管 理 有 關 的 貪 污 風 險 及 強
化 管 治 能 力 。 這 些 工 作 對 政 府 提 升 公 共
服 務 質 素 , 起 積 極 的 作 用 。
政 府 和 公 共 機 構 近 來 以 公 營 部
門 與 私 營 機 構 合 作 模 式 , 發 展 多 項 大 型
公 共 設 施 , 包 括 新 郵 輪 碼 頭 、 家 禽 屠 宰
及 加 工 中 心 等 。 防 貪 處 轄 下 的 特 別 項 目
組 負 責 向 有 關 決 策 局 及 部 門 提 供 防 貪 建
議 , 確 保 甄 選 私 營 機 構 合 作 伙 伴 的 過 程
公 平 公 正 , 並 適 當 地 管 理 潛 在 的 利 益 衝
突 。
鑑 於 市 民 對 政 府 服 務 承 辦 商 剝 削
非 技 術 工 人 問 題 的 關 注 , 防 貪 處 另 一 項
主 要 工 作 是 對 政 府 有 關 服 務 合 約 的 外 判
程 序 進 行 檢 討 , 並 作 出 一 系 列 建 議 , 防
止 承 辦 商 非 法 剋 扣 工 資 。
防 貪 處 轄 下 私 營 機 構 顧 問 組 於 年
內 向 私 營 機 構 提 供 防 貪 建 議 共 366 次 。 此
外 , 該 組 編 製 了 一 本 關 於 旅 行 社 營 運 程
序 的 防 貪 錦 囊 , 以 減 低 旅 遊 業 出 現 貪 污
舞 弊 的 機 會 。
防 貪 處 的 所 有 審 查 報 告 , 都 就
如 何 提 升 程 序 的 透 明 度 及 問 責 性 , 提 出
具 體 建 議 。 委 員 會 深 信 這 些 建 議 的 落 實
執 行 , 十 分 重 要 。 在 個 別 情 況 下 , 機 構
更 須 相 應 地 更 新 管 理 文 化 , 及 明 確 表 達
其 在 提 高 員 工 的 問 責 性 方 面 的 決 心 。 我
們 很 高 興 見 到 防 貪 處 將 調 撥 資 源 , 協 助
政 府 部 門 、 公 營 及 私 營 機 構 落 實 防 貪 建
議 , 以 堵 塞 程 序 漏 洞 , 提 升 管 治 水 平 。
具 體 工 作 主 要 包 括 說 服 機 構 管 理 層 接 受
防 貪 建 議 、 協 助 機 構 舉 辦 工 作 坊 , 以 提
升 員 工 的 防 貪 意 識 及 適 應 因 而 出 現 的 程
序 更 新 , 及 解 決 在 落 實 建 議 時 遇 到 的 磨
合 問 題 。

HIGHLIGHT OF WORK
During the year, CPD continued to assist
government departments and public bodies in
managing corruption risks and strengthening their
governance in a wide range of public services
such as environmental protection, construction
works, public housing, education, procurement
of goods and services, and law enforcement. Its
work directly impacted upon many aspects of
government's activities in the delivery of services.
A number of large scale projects were
launched by government policy bureaux and
departments to provide public facilities using
the Public Private Partnership (PPP) approach,
including the New Cruise Terminal and the
Poultry Slaughtering and Processing Center.
Through its Special Project Group, CPD advised
the bureaux and departments involved in planning
these projects on measures to promote fairness
in the partner selection process, and to properly
manage possible conflict of interest.
Another major task carried out by CPD
was to review the government's practices in
outsourcing services involving non-skilled
workers, amid public concern about exploitation
of these workers by government contractors. A
host of recommendations were made to prevent
illegal wage deduction.
Through its Advisory Services Group,
CPD continued to provide corruption prevention
advice to private sector organisations on 366
occasions. To reduce corruption opportunities
and malpractice in the tourism industry, the Group
also promulgated a Best Practice Module on travel
agent's operation.
All the CPD assignment reports made
substantial recommendations which will make the
processes more transparent and accountable. The
Committee believes that it is important for these
recommendations to be effectively implemented.
In some instances, this would entail a change in
management attitude and commitment to enhance
accountability. To this end, we are pleased to
note that the Department will commit part of
its resources to assist government departments,
