年 內 , 太 平 紳 士 到 廉 署 的 扣 留 中
心 巡 視 過 24 次 , 目 的 是 確 保 扣 留 設 施
維 持 完 善 , 並 聽 取 被 扣 留 者 的 請 求 或
投 訴 。 廉 署 會 就 太 平 紳 士 所 作 的 每 次 巡
視 , 向 行 政 署 長 提 交 報 告 , 確 保 廉 署 的
扣 留 設 施 受 到 外 界 監 察 。
快 速 反 應 隊
「 快 速 反 應 隊 」 為 四 個 調 查 科 提
供 有 效 的 支 援 。 該 隊 伍 專 責 處 理 較 簡
單 , 並 可 在 短 時 間 內 解 決 的 案 件 , 使 各
調 查 組 別 可 專 注 於 調 查 較 重 大 和 複 雜 的
案 件 。 「 快 速 反 應 隊 」 在 二 零 零 六 年
共 處 理 626 宗 性 質 較 輕 微 的 案 件 , 佔 執
行 處 是 年 調 查 的 貪 污 案 件 總 數 的 23%,
而 二 零 零 五 年 的 數 字 則 分 別 為 801 宗 及
27%。

廉 署 的 內 部 調 查 及 監 察 組 (L 組 )
專 責 調 查 涉 及 廉 署 人 員 的 違 紀 行 為 、 貪
污 指 控 和 非 刑 事 投 訴 。 執 行 處 處 長 ( 私
營 機 構 ) 直 接 管 轄 L 組 , 亦 直 接 向 廉 政
專 員 匯 報 有 關 職 員 紀 律 的 內 部 調 查 結
果 。
廉 署 會 就 每 宗 廉 署 人 員 被 指 稱 涉
及 貪 污 及 相 關 刑 事 罪 行 的 個 案 向 律 政 司
司 長 徵 詢 法 律 意 見 , 並 將 已 完 成 調 查 的
個 案 向 「 審 查 貪 污 舉 報 諮 詢 委 員 會 」 報
告 。 不 涉 及 貪 污 的 刑 事 投 訴 , 會 轉 交 適
當 的 機 構 處 理 , 而 通 常 會 交 由 警 方 進 行
調 查 。
「 廉 政 公 署 事 宜 投 訴 委 員 會 」 是
一 個 獨 立 運 作 的 委 員 會 , 負 責 聽 取 和 審
議 涉 及 廉 署 人 員 的 所 有 非 刑 事 投 訴 的 調
查 報 告 , 有 需 要 時 向 廉 政 專 員 建 議 應 採
取 的 行 政 及 / 或 紀 律 處 分 。
In 2006, the Department arrested 1,005
persons, of whom 53 were government servants,
compared to 839 arrested and 45 government
servants in 2005. A breakdown by types of
offences is at Appendix 14.
During the year, Justices of the Peace
visited the Detention Centre on 24 occasions.
The purpose of these visits is to ensure that the
detention facilities are properly maintained and
to take notice of any requests or complaints that
detainees may wish to make. Every visit is reported
to the Director of Administration, thus facilitating
external monitoring of ICAC detention facilities.
Quick Response Team
The Quick Response Team (QRT) provides
valuable support to the four Investigation Branches
in dealing with minor cases which appear capable
of quick resolution, thus enabling the Branches
to focus on cases of substance and complexity.
During 2006, the QRT handled 626 minor
corruption cases, representing 23% of the total
number of corruption investigations conducted by
the Department, compared to 801 cases and 27%
in 2005.
STAFF DISCIPLINE
Internal Investigation and Monitoring
The ICAC's internal investigation and
monitoring group (L Group) is responsible for
investigating breaches of staff discipline, allegations
of corruption and non-criminal complaints against
ICAC staff. It is under the direct command of the
Director of Investigation/Private Sector, who reports
the results of internal investigations relating to staff
discipline directly to the Commissioner.
All investigations into allegations of
corruption and related criminal offences against
ICAC staff are referred to the Secretary for Justice
for advice and all completed investigations are
reported to the Operations Review Committee.
Criminal complaints not relating to corruption are
referred to the appropriate authority, usually the
Hong Kong Police Force, for investigation.
