樓 宇 管 理
委 員 會 關 注 到 涉 及 樓 宇 管 理 的 貪
污 舉 報 數 字 高 企 的 情 況 , 而 其 中 很 多 舉
報 都 與 維 修 工 程 合 約 判 授 有 關 。 委 員 很
高 興 知 悉 社 關 處 繼 續 與 香 港 房 屋 協 會 合
作 , 舉 辦 工 作 坊 , 向 已 在 「 樓 宇 管 理 維
修 綜 合 計 劃 」 中 提 交 申 請 的 物 業 管 理 組
織 , 講 解 反 貪 法 例 及 處 理 利 益 衝 突 的 方
法 ; 又 為 參 與 樓 宇 維 修 工 程 的 樓 宇 維 修
顧 問 公 司 及 建 築 公 司 的 職 員 分 別 舉 辦 兩
次 研 討 會 , 並 特 別 編 製 切 合 需 要 的 防 貪
宣 傳 單 張 , 供 與 會 者 參 考 。 社 關 處 繼 續
維 持 在 二 零 零 五 年 五 月 成 立 的 物 業 管 理
公 司 防 貪 網 絡 的 運 作 。 該 網 絡 成 員 現 有
來 自 85 間 公 司 的 190 名 管 理 人 員 。 社 關 處
透 過 舉 辦 工 作 坊 及 提 供 參 考 資 料 , 鼓 勵
網 絡 成 員 在 所 屬 的 物 業 管 理 公 司 積 極 採
取 措 施 預 防 貪 污 。
大 眾 傳 媒
年 內 , 社 關 處 繼 續 善 用 大 眾 傳
媒 的 廣 泛 接 觸 面 , 以 提 高 廉 署 的 透 明 度
及 爭 取 市 民 支 持 反 貪 工 作 。 在 廉 署 推 出
多 項 的 宣 傳 活 動 中 , 委 員 會 特 別 注 意 ,
社 關 處 於 二 零 零 六 年 三 月 播 出 一 連 六 集
的 電 視 短 訊 節 目 , 闡 釋 廉 署 的 權 力 和 問
責 制 度 。 為 向 商 界 及 投 資 者 介 紹 香 港 的
反 貪 污 工 作 的 最 新 情 況 , 以 及 加 深 他 們
對 香 港 的 貪 污 情 況 的 認 識 , 社 關 處 於 二
零 零 六 年 五 月 在 廉 署 的 官 方 網 站 推 出 了
「 廉 政 快 訊 」, 並 透 過 電 郵 傳 送 給 本 港
和 海 外 的 商 會 、 領 事 館 、 國 際 評 級 機 構
及 其 他 相 關 組 織 。 廉 署 亦 定 期 更 新 官 方
網 站 的 內 容 , 讓 市 民 得 知 廉 署 的 最 新 發
展 。 該 網 站 於 二 零 零 六 年 共 錄 得 逾 196 萬
瀏 覽 人 次 。
委 員 會 亦 全 力 支 持 廉 署 繼 續 採 取
主 動 的 策 略 , 就 公 眾 可 能 對 廉 署 運 作 產
competition were organised to equip some 1,500
students from tertiary education institutions in
Hong Kong, Macao, the Mainland and overseas
with knowledge and skills to become ethical
leaders. These activities would culminate in a
Youth Summit in March 2007.
The Committee also noted the launch of
an audio-visual "Liberal Studies Teaching Package"
in March 2006 to facilitate teachers in conducting
moral and value education for senior secondary
students. In addition, CRD made fuller use of
the Internet to strengthen the promotion of moral
education to children. A new children website,
"Kidsland", was developed in 2006 for launch in
early 2007.
BUILDING MANAGEMENT
The high level of corruption complaints
received in respect of building management
issues, with many relating to the award of
contracts for renovation projects, was a cause for
concern. The Committee was pleased to note
that CRD continued to seek partnership with the
Hong Kong Housing Society in organising joint
workshops to explain the anti-corruption law
and handling of conflict of interest situations
to applicants of the Building Management and
Maintenance Scheme from building management
bodies. CRD further organised two workshops
separately for staff from building consultant firms
and construction companies involving in building
renovation projects. A tailor-made corruption
prevention pamphlet was also produced for
participants' reference. CRD continued to
maintain the Corruption Prevention Network
for Property Management established in May
2005. The present membership comprises 190
management personnel from 85 companies.
Members of the network were encouraged
through workshops and reference materials
provided by CRD to take positive action against
corruption in their own companies.
MASS MEDIA
D u r i n g 2 0 0 6 , C R D c o n t i n u e d t o
capitalise on the extensive reach of the mass
media to enhance ICAC's transparency and rally
public support to the anti-corruption cause. Of
