同 年 十 一 月 , 執 行 處 處 長 ( 政
府 部 門 ) 前 往 危 地 馬 拉 出 席 國 際 刑 警
反 貪 專 家 小 組 第 19 次 會 議 及 第 12 屆 國
際 反 貪 污 會 議 。 是 次 會 議 旨 在 促 進 調
查 和 預 防 貪 污 方 面 的 跨 境 合 作 。 廉 署
亦 期 待 與 即 將 於 2007 年 成 立 的 國 際 刑
警 反 貪 學 院 , 分 享 交 流 有 關 反 貪 工 作
的 最 佳 常 規 和 調 查 技 巧 。
在 本 港 方 面 , 廉 署 在 五 月 主 辦
了 以 「 誠 信 管 治 攜 手 滅 貪 」 為 題 的
「 廉 政 公 署 第 三 屆 國 際 會 議 」。 會 議
旨 在 提 供 一 個 國 際 討 論 平 台 , 讓 世 界
各 地 反 貪 機 構 互 相 交 流 經 驗 與 意 見 ,
商 討 如 何 應 付 備 受 國 際 社 會 關 注 的
企 業 貪 污 詐 騙 罪 行 。 與 會 者 共 4 0 0 多
人 , 有 來 自 41 個 司 法 管 轄 區 的 執 法 及
監 管 人 員 , 也 首 次 有 來 自 商 界 的 人 士
參 加 。 此 外 , 廉 署 的 香 港 道 德 發 展 中
心 總 幹 事 亦 於 2006 年 年 底 前 赴 美 國 ,
拜 訪 多 個 相 關 機 構 , 包 括 在 華 盛 頓 的
道 德 資 源 中 心 、 聯 合 國 道 德 事 務 辦 公
室 、 世 界 銀 行 、 透 明 國 際 、 世 界 經 濟
論 壇 、 國 際 管 理 發 展 學 院 、 美 國 政 府
道 德 事 務 辦 公 室 、 紐 約 市 利 益 衝 突 委
員 會 及 美 聯 開 發 銀 行 等 , 分 享 合 作 推
廣 商 業 道 德 及 專 業 操 守 的 心 得 。
廉 署 除 派 員 出 席 國 際 會 議 及 研
討 會 外 , 亦 籌 辦 總 調 查 主 任 指 揮 課
程 , 推 動 國 際 間 的 團 隊 合 作 精 神 。 二
零 零 六 年 的 廉 政 公 署 總 調 查 主 任 指 揮
課 程 有 多 個 執 法 機 構 派 員 參 加 , 包 括
內 地 的 最 高 人 民 檢 察 院 、 廣 東 省 人 民
檢 察 院 、 吉 林 省 人 民 檢 察 院 、 澳 門 廉
政 公 署 、 澳 洲 聯 邦 警 隊 、 澳 洲 海 關 、
澳 洲 新 南 威 爾 斯 省 廉 政 公 署 、 新 加 坡
貪 污 罪 行 調 查 局 和 新 加 坡 警 隊 , 和 首
次 派 出 一 名 高 級 調 查 人 員 參 加 課 程 的
西 澳 洲 貪 污 及 刑 事 罪 行 調 查 局 。 其 他
學 員 包 括 來 自 本 港 的 懲 教 署 、 香 港 海
關 、 消 防 處 、 警 務 處 、 證 券 及 期 貨 監
察 事 務 委 員 會 等 機 構 。
Commission has also promulgated respective
manuals and guidelines for investigators to ensure
strict compliance with the law.
International Cooperation
Corruption knows no boundary. The
Commission believes in building a common
international front against corruption and has
been actively promoting a partnership approach
in the world arena on issues such as extradition,
investigation and training. The United Nations
Convention Against Corruption (UNCAC) came
into force in the Mainland in February 2006
and was extended simultaneously to the Hong
Kong Special Administrative Region. Save for
some legislative amendment, Hong Kong has
already in existence a strong and effective anticorruption
regime in line with the Convention.
The Convention marks a milestone in the global
campaign against corruption and engenders new
obligation and challenges for the Commission.
The Central People's Government has directed
that the Commission should assist other state
parties in their capacity building upon request.
A delegation led by the Commissioner attended
t he 1s t A nnual Conference and G eneral
Meeting of the International Association of Anti-
Corruption Authorities (IAACA), held in Beijing in
furtherance of the Convention objectives. At the
historical event hosted by the Supreme People's
Procuratorate in October, the ICAC delegation
shared Hong Kong's anti-corruption experience
with participants from over 130 jurisdictions.
Upon invitation, the Director of Investigation/
Private Sector also attended the First Conference
of the State Parties to the UNCAC in Jordan in
December.
I n N o v e m b e r , t h e D i r e c t o r o f
Investigation/Government Sector took part in the
19th Meeting of the Interpol Group of Experts
on Corruption and the 12th International Anti-
Corruption Conference in Guatemela which
aimed at fostering transnational cooperation on
corruption investigation and prevention. The
Commission looks forward to sharing experience
with the Interpol Anti-Corruption Academy,
planned to open in 2007, on anti-corruption best
practices and investigative techniques.
