內 地 聯 繫
廉 署 與 內 地 反 貪 機 關 在 打 擊 跨 境
貪 污 工 作 上 , 抱 有 共 同 的 目 標 和 信 念 。
廉 署 於 年 內 與 內 地 執 法 機 構 進 行 了 頻 密
的 聯 繫 與 交 流 ; 又 主 動 邀 請 各 省 級 、 市
級 的 反 貪 機 構 訪 問 廉 署 , 藉 此 加 深 與 內
地 城 市 的 相 互 瞭 解 。 河 南 、 安 徽 及 廣 東
省 的 人 民 檢 察 院 和 北 京 市 監 察 局 先 後 接
受 廉 署 的 邀 請 , 透 過 最 高 人 民 檢 察 院 的
安 排 到 來 訪 問 。 我 們 又 接 待 了 監 察 部 副
部 長 李 玉 賦 先 生 , 讓 他 在 約 一 星 期 的 訪
問 行 程 中 , 親 身 瞭 解 廉 署 「 三 管 齊 下 」
反 貪 策 略 的 推 行 。 此 外 , 廉 署 又 接 待 了
來 自 不 同 檢 察 院 和 監 察 局 共 26 個 代 表
團 的 586 名 官 員 , 又 為 超 過 6,000 名 內 地
政 府 官 員 和 國 企 行 政 人 員 舉 辦 203 次 簡
介 會 。 廉 署 亦 於 六 月 及 十 月 分 別 派 員 出
席 由 北 京 市 監 察 局 與 北 京 市 發 展 改 革 委
員 會 合 辦 的 培 訓 研 討 會 , 向 約 300 名 內
地 官 員 講 述 防 貪 的 問 題 。
年 內 , 廉 政 專 員 曾 兩 次 率 領 代 表
團 造 訪 廣 東 省 人 民 檢 察 院 和 澳 門 廉 政
公 署 , 藉 此 建 立 更 緊 密 的 合 作 關 係 。
我 們 深 信 , 廉 署 與 內 地 人 民 檢 察 院 於
一 九 八 八 年 簽 訂 的 個 案 協 查 計 劃 , 將 在
打 擊 跨 境 貪 污 方 面 繼 續 發 揮 成 效 。
總 部 大 樓
經 過 多 年 的 期 盼 , 廉 署 轄 下 各 部
門 能 在 「 同 一 屋 簷 下 」 工 作 的 目 標 快 將
實 現 。 位 於 北 角 樓 高 25 層 的 大 樓 的 上
蓋 結 構 工 程 已 經 完 成 , 而 廉 署 總 部 大 樓
的 平 頂 儀 式 亦 已 於 二 零 零 六 年 十 一 月 舉
行 , 大 樓 預 計 將 於 二 零 零 七 年 十 二 月 正
式 啟 用 。 這 幢 專 設 大 樓 將 為 廉 署 提 供 更
先 進 的 設 施 和 資 訊 科 技 支 援 , 有 利 提 升
肅 貪 倡 廉 工 作 的 效 率 , 以 打 擊 日 趨 複 雜
的 貪 污 罪 行 和 應 付 未 來 的 挑 戰 。
On the home front, the Commission
hosted the 3rd ICAC Symposium entitled
"Corporate Corruption, Integrity and Governance"
in May. The symposium aimed to provide
a global platform for exchange of views and
experiences on ways to tackle the growing
international concern of corruption-facilitated
corporate frauds and failures. The forum drew
over 400 participants featuring law enforcement
officers and regulators from 41 jurisdictions
and, for the first time, key stakeholders from the
business community. Keeping the momentum,
the Executive Director of the Hong Kong
Ethics Development Centre of the Commission
visited prominent ethics-related organisations
in the US towards the end of 20 06. We
shared our partnership approach in promoting
business and professional ethics with the Ethics
Resources Centre in Washington DC, Ethics
Office of the United Nations, World Bank,
Transparency International, World Economic
Forum, International Institute for Management
Development, US Office of Government Ethics,
New York City Conflict of Interest Board and the
InterAmerican Development Bank.
In addition to attendance in international
conferences and seminars by senior members
of the Commission, we also strive to forge an
international esprit de corps through our Chief
Investigators' Command Course (CICC). The CICC
2006 programme witnessed the participation
of agencies including the Supreme People’s
Procuratorate, the Guangdong Provincial People's
Procuratorate and the Jilin Provincial People’s
Procuratorate of the Mainland, the Commission
Against Corruption of Macao, the Australian
Federal Police, Australian Customs Service, the
New South Wales ICAC of Australia, and the
Corrupt Practices Investigation Bureau and the
Police Force of Singapore. The Corruption and
Crime Commission of Western Australia also sent
a senior investigator to the course for the first time.
Locally, the Commission welcomed participants
from the Correctional Services Department,
Customs and Excise Department, Fire Services
Department, the Hong Kong Police Force and the
Securities and Futures Commission.
