香 港 道 德 發 展 中 心
社 關 處 轄 下 的 香 港 道 德 發 展 中 心
於 一 九 九 五 年 成 立 , 並 由 本 港 六 個 主
要 商 會 督 導 , 致 力 在 香 港 長 遠 推 廣 商
業 道 德 及 專 業 操 守 。 中 心 提 供 多 項 企
業 道 德 管 理 諮 詢 服 務 , 包 括 制 定 紀 律
守 則 、 舉 辦 培 訓 課 程 和 設 立 完 善 的 資
源 中 心 和 網 站 , 以 提 供 商 業 道 德 參 考
資 料 。
在 二 零 零 六 年 , 中 心 向 700 名 人
士 提 供 顧 問 服 務 , 包 括 來 自 20 個 海 外
地 區 及 內 地 的 320 名 人 士 。 香 港 道 德 發
展 中 心 網 站 已 登 記 10,000 個 網 上 訂 戶 ,
他 們 會 定 期 透 過 電 郵 收 到 有 關 中 心 服
務 的 最 新 消 息 。 網 站 的 累 積 點 擊 次 數
已 達 1 , 2 0 0 萬 次 , 瀏 覽 人 數 超 過 1 5 萬
名 。
年 內 , 中 心 繼 續 與 各 大 商 會 、 專
業 團 體 及 學 術 機 構 合 作 倡 導 以 誠 信 作
為 防 貪 的 第 一 道 防 線 。 中 心 為 公 司 董
事 、 公 司 秘 書 、 建 築 界 專 業 人 士 、 會
計 師 、 商 業 估 值 師 和 金 融 和 保 險 中 介
人 等 提 供 的 道 德 培 訓 研 討 會 , 繼 續 被
確 認 為 各 「 持 續 專 業 發 展 課 程 」 的 科
目 。
在 二 零 零 六 年 , 中 心 總 幹 事 出 訪
了 多 個 國 際 及 海 外 機 構 , 包 括 在 華 盛
頓 的 道 德 資 源 中 心 、 聯 合 國 道 德 辦 公
室 、 世 界 銀 行 、 透 明 國 際 、 世 界 經 濟
論 壇 、 國 際 管 理 發 展 學 院 、 美 國 政 府
道 德 事 務 辦 公 室 、 紐 約 市 利 益 衝 突 委
員 會 及 美 聯 開 發 銀 行 等 , 藉 此 交 流 中
心 與 商 界 及 專 業 界 別 以 伙 伴 策 略 推 廣
道 德 的 心 得 和 經 驗 。
青 少 年 與 德 育
青 少 年 向 來 是 社 關 處 倡 廉 工 作
的 主 要 對 象 。 社 關 處 於 二 零 零 六 年 聯
同 六 個 專 業 團 體 及 青 年 機 構 合 辦 一 項

In addition to real estate agents, ICAC
training was incorporated into the courses run by
the Travel Industry Council of Hong Kong as a
basic licensing requirement for tour coordinators
and tour escorts.
To address the impor tant issues of
managing staff integrity, which is essential for
managing corruption and malpractice, the
Department launched a training package entitled
"A Tool Kit on Managing Staff Integrity for the
Financial Services Sector" in December 2006.
Comprising four training videos, two guidebooks
and a set of training materials on ethical
management techniques, the kit aims at equipping
managers in the banking and financial services
sectors with the techniques required in managing
staff integrity. The kit could also be used for
training Mainland managers employed by Hong
Kong-funded banks.
HONG KONG ETHICS DEVELOPMENT
CENTRE
The Hong Kong Ethics Development
Centre (HKEDC) was set up in 1995 under the
auspices of the Community Relations Department
to promote business and professional ethics in
Hong Kong on a long-term basis. Its work is
steered by six major chambers of commerce
in Hong Kong. HKEDC provides consultancy
services on ethics programmes, including the
formulation of codes of conduct, organisation of
training programmes and operation of a resource
centre and a dedicated website to provide a
depository of reference materials on ethics.
In 2006, HKEDC provided consultancy
services to 700 persons, including 320 from 20
overseas countries and the Mainland. The Centre's
Website, enhanced in the year, had registered
10,000 subscribers who receive regular updates
of the Centre's services through email. The
aggregated hit rate had reached 12 million with
over 150,000 unique viewers.
