M 組 的 成 立

構 , 成 立 M 組 , 專 責 財 務 調 查 、 法 律 研
究 、 統 計 資 料 研 究 , 及 核 數 和 審 查 服
務 ; 同 時 亦 加 設 一 個 財 務 調 查 小 組 , 由
M 組 統 轄 。
財 務 調 查
二 零 零 六 年 , 由 於 涉 及 貪 污 的 複
雜 詐 騙 案 增 多 , 調 查 人 員 對 財 務 調 查 組
的 會 計 鑑 證 服 務 需 求 亦 相 應 增 加 。 年
內 , 財 務 調 查 組 曾 就 150 宗 案 件 提 供 服
務 , 當 中 牽 涉 185 個 目 標 人 物 和 公 司 及
8,200 項 交 易 , 共 涉 及 金 額 超 過 64.6 億
元 。
INFORMATION TECHNOLOGY
The Information Technology Management
Unit (ITMU) of the Commission established in
August 2003 under the Operations Department,
provides information technology advice and
support including the formulation of IT strategy
for the Commission and of the e-government
programme. In 2006, the ITMU was heavily
involved in the planning and implementation of the
information technology systems with an integrated
and sustainable infrastructure to support the future
development of the Commission in the new ICAC
Headquarters.
With the fast development of information
technology having become an integral part in
the daily operation of individuals and routine
operation of public and private organisations,
criminals are quick to exploit IT to facilitate their
illegal activities. A Computer Forensics Section
was established in 1999 to provide all necessary
support to ICAC frontline investigators in dealing
with computer related investigations by, among
other things, retrieving, securing and analysing
electronic data with a view to producing admissible
digital evidence in court. The Section continues
to establish and maintain liaison with other law
enforcement agencies and the IT industry for the
update of the trend and the latest technology in this
area.
FORMATION OF THE M GROUP
To meet with the challenges of increasingly
complex, globalised and sophisticated corruptionrelated
financial crimes and development in law,
the Department was reorganised in May 2006
with the formation of a new M Group tasked with
financial investigation, legal research, statistical
research, audit and inspection services. One
additional financial investigation section was
established at the same time under M Group.
Financial Investigation
Demand for the services of forensic
accountants within the Financial Investigation
Sections has increased steadily, following an
increase in the number of complex corruption
related fraud cases investigated in 2006. During
the year, 150 cases involving 185 target persons
and companies and 8,200 items of transactions,
with a total value of $6.46 billion, benefited from
this specialist service.
