二 零 零 六 年 工 作 報 告 。
職 權 範 圍 及 委 員 名 錄
防 止 貪 污 諮 詢 委 員 會 就 防 止 貪 污
處 ( 防 貪 處 ) 的 工 作 向 廉 政 專 員 提 供 意
見 。 委 員 會 的 職 權 範 圍 及 委 員 名 錄 分 別
刊 載 於 附 錄 甲 及 附 錄 乙 。 委 員 會 轄 下 有
六 個 小 組 委 員 會 , 負 責 就 防 貪 處 五 個 審
查 工 作 組 、 特 別 項 目 組 及 私 營 機 構 顧 問
組 的 工 作 提 供 意 見 。 每 個 小 組 委 員 會 由
兩 名 非 官 方 成 員 組 成 , 並 由 較 資 深 的 一
位 擔 任 主 席 。
防 止 貪 污 諮 詢 委 員 會 的 工 作
在 二 零 零 六 年 , 委 員 會 共 舉 行 8
次 會 議 , 審 閱 共 96 個 由 防 貪 處 提 交 的 審
查 報 告 , 其 中 61 個 與 政 府 部 門 的 工 作 有
關 ,35 個 與 公 共 機 構 或 其 他 機 構 有 關 。
報 告 涵 蓋 的 範 疇 非 常 廣 泛 , 包 括 公 營 部
門 的 各 項 運 作 程 序 及 功 能 。 本 委 員 會 對
這 些 報 告 都 詳 加 考 慮 , 確 保 所 提 建 議 均
切 實 可 行 , 並 能 促 進 有 效 管 治 。 有 關 審

防 止 貪 污 諮 詢 委 員 會 轄 下 的 小 組
委 員 會 每 半 年 開 會 一 次 , 就 個 別 審 查 工
作 組 的 工 作 範 疇 及 優 先 次 序 提 供 意 見 ,
並 監 察 審 查 工 作 的 進 度 。 小 組 委 員 會 在
會 議 後 會 就 主 要 的 討 論 事 項 , 向 主 會 提
交 報 告 。

I present my report on the work of the
Corruption Prevention Advisory Committee
(CPAC) for the year 2006.
TERMS OF REFERENCE AND MEMBERSHIP
The CPAC advises the Commissioner of
ICAC on the work of the Corruption Prevention
Department (CPD). Its terms of reference and
membership are at Annexes A and B respectively.
The Committee has six sub-committees advising
on the work of CPD's five Assignment Groups, the
Special Project Group and the Advisory Services
Group. Each sub-committee consists of two nonofficial
members with the more senior member
serving as chairperson.
WORK OF THE COMMITTEE
In 2006, the CPAC met eight times and
considered 96 assignment reports presented by
CPD, of which 61 were related to the work of
government departments and 35 that of public
sector/other organisations. These reports covered
a wide range of public sector activities and
functions, and were carefully considered by the
Committee to ensure that the recommendations
were effective and practical, and would enhance
governance. A list of the reports endorsed by
CPAC is at Annex C. The studies aside, CPD
had also given timely advice to government
departments and public bodies on 348 occasions
to assist in the formulation of policies, legislative
changes and procedures, and in raising corruption
prevention awareness.
The CPAC Sub-Committees advise on the
work areas and priorities of the individual Groups,
and monitor the progress of the studies. They
meet half yearly and report to the main Committee
on the key issues discussed.
