我 現 在 提 交 社 區 關 係 市 民 諮 詢 委
員 會 二 零 零 六 年 工 作 報 告 。
職 權 範 圍 及 委 員 名 錄
委 員 會 的 職 責 是 就 社 區 關 係 處
( 社 關 處 ) 的 工 作 , 向 廉 政 專 員 提 供
意 見 。 本 年 度 委 員 會 共 有 16 名 成 員 , 他
們 來 自 社 會 不 同 階 層 。 委 員 會 的 職 權 範
圍 和 委 員 名 錄 分 別 載 於 附 錄 甲 和 乙 。 委
員 會 轄 下 設 有 傳 播 媒 介 及 教 育 小 組 委 員
會 和 社 區 研 究 小 組 委 員 會 兩 個 小 組 委 員
會 , 負 責 監 察 社 關 處 不 同 範 疇 的 工 作 ,
並 向 大 會 提 交 季 度 工 作 進 度 報 告 。 兩 個
小 組 委 員 會 共 有 14 名 增 選 委 員 。
社 區 關 係 市 民 諮 詢 委 員 會 的 工 作
委 員 會 於 年 內 共 舉 行 四 次 會 議 ,
就 社 關 處 透 過 有 效 運 用 大 眾 傳 媒 和 親 身
接 觸 社 會 不 同 階 層 的 工 作 模 式 , 在 社 區
推 廣 誠 信 文 化 以 預 防 貪 污 , 向 該 處 提 供
意 見 。 此 外 , 兩 個 小 組 委 員 會 於 二 零 零
六 年 共 舉 行 八 次 會 議 , 對 該 處 社 區 教 育
及 研 究 工 作 個 別 範 疇 提 出 具 體 意 見 , 並
分 別 提 交 報 告 予 大 會 確 認 。
回 顧 過 去 一 年 , 社 關 處 推 行 了
多 項 防 貪 教 育 工 作 , 委 員 會 現 重 點 向 你
匯 報 其 中 幾 項 委 員 們 特 別 關 注 的 工 作 範
疇 。
公 務 員 誠 信
鞏 固 公 務 員 隊 伍 的 誠 信 文 化 , 對
維 護 廉 潔 的 政 府 至 為 重 要 。 年 內 , 社 關
處 聯 同 公 務 員 事 務 局 繼 續 向 各 政 府 部 門
提 供 適 切 的 防 貪 教 育 服 務 , 以 跟 進 在 二
零 零 五 年 已 完 結 的 「 公 務 員 廉 潔 操 守 深
I present my report on the work of the
Citizens Advisory Committee on Community
Relations (CACCR) for the year 2006.
TERMS OF REFERENCE AND MEMBERSHIP
The CACCR advises the Commissioner
of the ICAC on the work of the Community
Relations Department (CRD). The Committee has
16 members drawn from a wide cross-section
of the community. Its terms of reference and
membership are at Annexes A and B respectively.
The Committee has two sub-committees, namely,
the Mass Media and Education Sub-Committee
and the Community Research Sub-Committee,
wh ich scrutinise specific aspects of the
Department's work and submit quarterly progress
reports to the CACCR. A total of 14 co-opted
members sit on these two sub-committees.
WORK OF THE COMMITTEE
During the year, the CACCR met four
times to discuss and to give advice on a range of
measures to prevent corruption by consolidating
the culture of probity in the community through
effective use of the mass media and direct contact
with different strategic sectors. The two subcommittees,
which convened a total of eight
meetings in 2006, advised on specific areas of the
Department's community education and research
work and reported their deliberations to the main
Committee for endorsement.
In reviewing the Committee's work in
2006, I would like to highlight several preventive
education initiatives of the CRD, to which
Committee members had rendered particular
attention.
CIVIL SERVICE INTEGRITY
The entrenchment of an ethical culture in
the civil service underpins a clean government.
To this end, CRD, in partnership with the Civil
