界 的 查 詢 。 此 外 , 新 聞 組 亦 安 排 了 53
次 新 聞 簡 報 會 及 專 訪 , 宣 傳 廉 署 的 各
項 工 作 ; 年 內 , 社 關 處 推 出 「 廉 政 快
訊 」 網 上 刊 物 , 開 拓 另 一 電 子 平 台 向
國 際 傳 媒 及 商 界 人 士 介 紹 香 港 最 新 的
反 貪 工 作 。
另 外 , 社 關 處 繼 續 與 本 港 、 內
地 及 海 外 傳 媒 加 強 合 作 , 透 過 報 刊 專
欄 、 電 視 節 目 及 特 稿 等 加 強 宣 傳 廉 署
的 工 作 。 年 內 , 亦 安 排 廉 署 首 長 級 人
員 會 見 了 120 位 海 外 及 內 地 訪 客 , 向 他
們 介 紹 本 港 肅 貪 工 作 的 最 新 發 展 。
貪 污 舉 報 的 處 理
二 零 零 六 年 , 廉 署 分 區 辦 事 處 共
接 獲 1,083 宗 貪 污 舉 報 , 佔 廉 署 接 獲 貪
污 舉 報 總 數 的 32%。 在 分 區 辦 事 處 負 責
處 理 投 訴 的 職 員 均 接 受 過 專 門 訓 練 和
曾 參 與 「 快 速 反 應 隊 」 的 工 作 , 確 保
他 們 能 迅 速 地 處 理 市 民 的 投 訴 。
廉 政 公 署 周 年 民 意 調 查
社 關 處 繼 續 進 行 周 年 民 意 調 查 ,
探 討 公 眾 對 貪 污 問 題 所 持 的 態 度 和 他
們 對 廉 署 工 作 表 現 的 看 法 。 二 零 零 六
年 民 意 調 查 結 果 顯 示 , 接 近 全 部 被 訪
者 (98.9%) 認 為 廉 署 值 得 支 持 。 絕 大
部 分 被 訪 者 ( 9 7 . 1 % ) 亦 表 示 他 們 對
廉 署 的 信 心 在 未 來 一 年 會 增 加 或 維 持
不 變 。 大 部 分 被 訪 者 (92.6%) 相 信 廉
署 會 將 舉 報 資 料 保 密 , 而 72.0% 表 示 他
們 向 廉 署 舉 報 貪 污 時 會 透 露 身 分 。 約
有 68.5% 及 80.3% 的 被 訪 者 分 別 認 為 廉
署 的 反 貪 工 作 具 成 效 , 以 及 廉 署 是 大
公 無 私 的 執 法 機 構 。 調 查 亦 顯 示 , 大
部 分 被 訪 者 不 能 容 忍 貪 污 行 為 。 以 0 至
10 分 的 評 分 方 法 ,0 分 代 表 「 完 全 不 可
以 容 忍 」,10 分 則 代 表 「 完 全 可 以 容
忍 」, 調 查 的 結 果 顯 示 , 被 訪 者 對 政
CLEAN ELECTIONS
To tie in with the Election Committee
Sub-sector Elections held in December 2006, the
Department launched a series of education and
publicity initiatives to help candidates, election
agents and electors better understand the Elections
(Corrupt and Illegal Conduct) Ordinance (ECICO)
and to alert them to the possible corruption
loopholes in public elections. Apart from
explaining to candidates and their election agents
the major provisions of the ECICO, tailor-made
reference materials were produced to remind them
and voters of the importance of upholding clean
elections. A 24-hour election enquiry hotline
and a dedicated website had also been set up to
facilitate public access to information about the
ECICO and ICAC services. With the support of
professional bodies and trade associations, the
Department disseminated clean elections message
to different sectors through the placement of
advertisements and e-banners in their publicity
channels.
The Department also launched a series
of "Support Clean Elections" campaigns for a
total of ten by-elections held during the year
for the District Councils, Heung Yee Kuk, Rural
Committees and Village Representatives. Briefings
for candidates and election agents were held to
explain the provisions of the ECICO and the "Do's"
and "Don'ts" in elections.
The Depar t ment launched a clean
elections campaign in October 2006 specially
targeted at members of the rural community,
residing both locally and overseas, in preparation
for the Village Representative Elections to be held
in early January 2007. Apart from producing
reference materials and conducting briefings on
the ECICO for candidates and election helpers, the
Department also widely publicised the "Support
Clean Elections" message through radio, APIs,
broadcast of special features on public transport,
posters, an election website, roving exhibitions
and the press.
