一 直 受 到 控 制 , 沒 有 跡 象 顯 示 集 團 式 貪
污 活 動 死 灰 復 燃 。 二 零 零 六 年 , 廉 署 共
接 獲 1,068 宗 涉 及 政 府 部 門 的 舉 報 , 較 二
零 零 五 年 的 1,161 宗 下 跌 8%, 當 中 753 宗
為 可 追 查 舉 報 , 較 二 零 零 五 年 的 863 宗 下
跌 13%。 在 這 753 宗 可 追 查 舉 報 中 , 有 215
宗 涉 及 警 務 處 , 較 上 年 減 少 31%;87 宗 涉
及 食 物 環 境 衞 生 署 , 較 上 年 微 升 1%;52
宗 涉 及 懲 教 署 , 較 上 年 增 加 33%。
雖 然 涉 及 公 營 部 門 的 貪 污 舉 報 數
字 下 跌 , 委 員 會 仍 然 關 注 到 有 公 職 人 員
濫 用 職 權 、 債 台 高 築 及 從 事 非 法 或 助 長
貪 污 的 活 動 。 委 員 會 亦 留 意 到 , 導 致 公
營 部 門 舉 報 數 字 下 跌 的 原 因 之 一 , 是 由
於 愈 來 愈 多 原 本 由 政 府 負 責 的 工 程 和 服
務 , 尤 其 是 清 潔 及 保 安 , 已 外 判 給 私 人
承 辦 商 和 服 務 提 供 者 , 有 關 這 些 範 疇 的
舉 報 因 而 撥 入 了 私 營 機 構 類 別 。
多 年 來 , 廉 署 一 直 與 各 政 府 部 門
維 持 緊 密 的 伙 伴 關 係 , 攜 手 打 擊 貪 污 。
二 零 零 六 年 , 由 各 政 府 部 門 轉 介 廉 署 調
查 的 懷 疑 貪 污 個 案 共 有 178 宗 。 當 中 由 警
務 處 、 食 物 環 境 衞 生 署 及 懲 教 署 轉 介 的
個 案 , 分 別 有 47 宗 、40 宗 及 14 宗 。
轉 介 部 門 首 長 考 慮 作 紀 律 / 行 政
處 分 的 個 案
二 零 零 六 年 , 委 員 會 建 議 將 涉 及
150 名 政 府 人 員 的 75 宗 個 案 轉 介 有 關 部 門
首 長 , 以 考 慮 作 出 紀 律 或 行 政 處 分 , 人
數 較 二 零 零 五 年 減 少 12%。 轉 介 的 個 案 主
要 涉 及 未 經 許 可 接 受 貸 款 、 濫 用 職 權 、
疏 忽 職 守 、 接 受 餽 贈 和 款 待 , 以 及 與 不
良 分 子 交 往 等 。
雖 然 防 止 貪 污 處 一 直 致 力 協 助 各
政 府 部 門 改 善 運 作 程 序 , 以 免 貪 污 有 機
可 乘 , 但 個 案 顯 示 , 仍 有 個 別 公 務 員 ,
特 別 是 負 責 採 購 及 服 務 合 約 的 人 員 , 利
用 其 職 權 或 設 法 規 避 部 門 守 則 以 謀 取 私
CORRUPTION IN THE GOVERNMENT
SECTOR
The Committee is satisfied that corruption
in the government sector is well under control.
There is no indication of resurgence of syndicated
corruption within the government. In 2006,
1,068 complaints were received in respect of the
government sector representing an 8% decrease
as compared to 1,161 reports in 2005. Of the
1,068 reports, 753 were pursuable, a decrease
of 13% when compared with the 863 pursuable
reports received in 2005. Of the 753 pursuable
reports, 215 cases were related to the Hong
Kong Police, representing a decrease of 31%
from that of the previous year, 87 concerned the
Food and Environmental Hygiene Department,
a slight increase of 1%, and 52 concerned the
Correctional Services Department, an increase of
33%.
Notwithstanding the fall in the number
of corruption reports received in the government
sector, the Committee remained concerned with
incidences of misuse of authority, indebtedness
and other activities that were either illegal or
conducive to corruption. The Committee also
observed that the decrease in the number of
reports in the government sector is attributed
to, among others, the fact that more and more
works and services, previously provided by the
government, have been contracted out to private
contractors and service providers, in particular
cleansing and security services. Hence, the
complaints pertaining to these areas are now
grouped under the private sector category.
Over the years, the ICAC maintained a
close partnership with government departments
in the fight against corruption. In 2006, a total of
178 cases of suspected corruption were referred
to the ICAC by various government departments
for investigation. Of these, 47 referrals were made
by the Police, 40 by the Food and Environmental
Hygiene Department, and 14 by the Correctional
Services Department.
