顧 問 組 亦 協 助 多 個 接 受 政 府 巨 額<br />

資 助 的 非 政 府 機 構 檢 討 管 理 庇 護 工 場 及<br />

其 他 工 作 的 程 序 , 以 加 強 防 貪 措 施 。 為<br />

減 少 旅 遊 業 出 現 貪 污 舞 弊 的 機 會 , 顧 問<br />

組 編 製 了 一 套 關 於 旅 行 社 營 運 管 理 的 防<br />

貪 錦 囊 , 列 出 各 項 最 佳 工 作 常 規 , 供 旅<br />

行 社 參 考 。 此 外 , 鑑 於 公 眾 對 業 內 人 員<br />

非 法 洩 漏 顧 客 資 料 的 關 注 及 有 關 的 廉 署<br />

個 案 , 該 組 亦 分 別 與 銀 行 及 電 訊 業 的 監<br />

管 機 構 合 辦 了 兩 次 研 討 會 , 以 提 高 業 界<br />

人 士 對 保 障 客 戶 資 料 的 意 識 。<br />

Management Manual, we participated as speakers<br />

<strong>in</strong> a series of sem<strong>in</strong>ars organised by EMB for<br />

members of the IMC, as well as pr<strong>in</strong>cipals and<br />

staff of the IMC schools, highlight<strong>in</strong>g the important<br />

pr<strong>in</strong>ciples govern<strong>in</strong>g f<strong>in</strong>ancial management, the<br />

provisions of the Prevention of Bribery Ord<strong>in</strong>ance<br />

and corruption prevention best practices for school<br />

adm<strong>in</strong>istration matters such as procurement,<br />

payment control, <strong>in</strong>ternal audit, etc.<br />

Leisure and Cultural Services Department<br />

(LCSD) – 2009 East Asian Games<br />

In March 2005, the Government formed the<br />

2009 East Asian Games (Hong Kong) Limited (the<br />

Company) to organise and stage the games. The<br />

anticipated expenditure for host<strong>in</strong>g the function<br />

exceeds $200 million, with about half f<strong>in</strong>anced<br />

through commercial sponsorship. In view of the<br />

expenditure <strong>in</strong>volved and the importance of the<br />

event, we assisted the Company <strong>in</strong> formulat<strong>in</strong>g<br />

a code of conduct for staff, and advised on its<br />

declaration of <strong>in</strong>terest system for staff members<br />

undertak<strong>in</strong>g procurement activities. As the<br />

Company expands its operations, we will cont<strong>in</strong>ue<br />

to offer corruption prevention advice through<br />

review<strong>in</strong>g its various procedures for procurement,<br />

account<strong>in</strong>g, human resources management and<br />

sponsorship.<br />

O c e a n P a r k C o r p o r a t i o n ( O P C ) –<br />

Redevelopment Project<br />

OPC was given a loan and a guarantee<br />

from Government to embark on a $5.55 billion<br />

redevelopment programme which aims at<br />

upgrad<strong>in</strong>g the recreational facilities <strong>in</strong> the park.<br />

In view of the substantial amount of capital<br />

<strong>in</strong>vestment <strong>in</strong>volved, we offered timely corruption<br />

prevention advice to OPC as the programme<br />

rolled out. In relation to the appo<strong>in</strong>tment of<br />

consultants and contractors, we recommended that<br />

OPC should <strong>in</strong>clude a condition <strong>in</strong> the contracts<br />

committ<strong>in</strong>g the consultants and contractors and<br />

their staff to ethical practices when handl<strong>in</strong>g the<br />

redevelopment project. We also recommended<br />

that the consultants should be required to declare<br />

any conflict of <strong>in</strong>terest aris<strong>in</strong>g from their relationship<br />

with the contractors. To enhance fairness and<br />

transparency of the tender<strong>in</strong>g arrangements, we<br />

recommended that OPC should publicise all the<br />

tender assessment criteria <strong>in</strong> the tender documents.<br />
