免 費 、 保 密 及 切 合 機 構 需 要 的 防 貪 顧 問
服 務 ; 並 履 行 在 兩 個 工 作 天 內 回 應 防
貪 查 詢 的 服 務 承 諾 。 該 組 於 二 零 零 六 年
共 向 私 營 機 構 提 供 防 貪 諮 詢 服 務 達 366
次 。
顧 問 組 亦 協 助 多 個 接 受 政 府 巨 額
資 助 的 非 政 府 機 構 檢 討 管 理 庇 護 工 場 及
其 他 工 作 的 程 序 , 以 加 強 防 貪 措 施 。 為
減 少 旅 遊 業 出 現 貪 污 舞 弊 的 機 會 , 顧 問
組 編 製 了 一 套 關 於 旅 行 社 營 運 管 理 的 防
貪 錦 囊 , 列 出 各 項 最 佳 工 作 常 規 , 供 旅
行 社 參 考 。 此 外 , 鑑 於 公 眾 對 業 內 人 員
非 法 洩 漏 顧 客 資 料 的 關 注 及 有 關 的 廉 署
個 案 , 該 組 亦 分 別 與 銀 行 及 電 訊 業 的 監
管 機 構 合 辦 了 兩 次 研 討 會 , 以 提 高 業 界
人 士 對 保 障 客 戶 資 料 的 意 識 。

Management Manual, we participated as speakers
in a series of seminars organised by EMB for
members of the IMC, as well as principals and
staff of the IMC schools, highlighting the important
principles governing financial management, the
provisions of the Prevention of Bribery Ordinance
and corruption prevention best practices for school
administration matters such as procurement,
payment control, internal audit, etc.
Leisure and Cultural Services Department
(LCSD) – 2009 East Asian Games
In March 2005, the Government formed the
2009 East Asian Games (Hong Kong) Limited (the
Company) to organise and stage the games. The
anticipated expenditure for hosting the function
exceeds $200 million, with about half financed
through commercial sponsorship. In view of the
expenditure involved and the importance of the
event, we assisted the Company in formulating
a code of conduct for staff, and advised on its
declaration of interest system for staff members
undertaking procurement activities. As the
Company expands its operations, we will continue
to offer corruption prevention advice through
reviewing its various procedures for procurement,
accounting, human resources management and
sponsorship.
O c e a n P a r k C o r p o r a t i o n ( O P C ) –
Redevelopment Project
OPC was given a loan and a guarantee
from Government to embark on a $5.55 billion
redevelopment programme which aims at
upgrading the recreational facilities in the park.
In view of the substantial amount of capital
investment involved, we offered timely corruption
prevention advice to OPC as the programme
rolled out. In relation to the appointment of
consultants and contractors, we recommended that
OPC should include a condition in the contracts
committing the consultants and contractors and
their staff to ethical practices when handling the
redevelopment project. We also recommended
that the consultants should be required to declare
any conflict of interest arising from their relationship
with the contractors. To enhance fairness and
transparency of the tendering arrangements, we
recommended that OPC should publicise all the
tender assessment criteria in the tender documents.
