名 政 府 人 員 被 指 行 為 不 當 的 調 查 報 告 ,
送 交 公 務 員 事 務 局 局 長 及 有 關 部 門 首 長
考 慮 作 紀 律 或 行 政 處 分 , 人 數 較 二 零 零
五 年 的 170 名 政 府 人 員 為 少 。 其 中 涉 及
22 名 人 員 的 數 宗 個 案 在 年 底 時 已 有 決
定 , 有 15 人 受 到 紀 律 處 分 。 另 有 多 宗
在 二 零 零 五 年 年 底 尚 未 解 決 的 個 案 亦 於
二 零 零 六 年 完 結 , 涉 案 的 104 名 政 府 人
員 中 , 共 有 69 人 受 到 紀 律 處 分 。

舉 報 中 心 24 小 時 運 作 , 接 受 市
民 舉 報 。 廉 署 各 分 區 辦 事 處 接 獲 的 舉 報
及 查 詢 , 亦 會 轉 交 舉 報 中 心 處 理 。 接 獲
的 舉 報 均 會 詳 細 記 錄 和 受 到 密 切 監 察 。
舉 報 中 心 在 二 零 零 六 年 共 處 理 4,501 宗
舉 報 及 查 詢 , 較 二 零 零 五 年 的 4,926 宗
為 少 。
扣 留 中 心
執 行 處 繼 續 為 被 扣 留 人 士 提 供 週
全 的 扣 留 設 施 。 根 據 《 廉 政 公 署 條 例 》
第 1 0 A ( 2 ) 條 , 廉 署 有 權 扣 留 被 捕 人
士 。《 廉 政 公 署 ( 被 扣 留 者 的 處 理 ) 令 》
列 明 被 廉 署 扣 留 人 士 所 享 有 的 權 利 。 扣
留 中 心 職 員 會 將 一 份 中 英 對 照 的 「 致 被
扣 押 人 士 的 通 告 」 交 給 被 扣 留 者 , 上 面
詳 列 法 令 所 訂 明 被 扣 留 者 的 各 項 權 利 。
這 份 通 告 同 時 張 貼 在 各 間 扣 留 室 、 接 見
室 和 扣 留 中 心 的 顯 眼 地 方 。
執 行 處 在 二 零 零 六 年 總 共 逮 捕
1,005 人 , 其 中 53 名 是 政 府 人 員 。 二 零
零 五 年 則 共 有 839 人 被 逮 捕 , 包 括 45 名
政 府 人 員 。 被 捕 人 士 涉 嫌 觸 犯 罪 行 的 詳

Referrals
During the year, 640 reports of a noncorruption
nature were referred to appropriate
government departments and public organisations
concerned. Appendix 13 shows the number and
the nature of cases referred to the Complaints
Against Police Office of the Hong Kong Police
Force.
DISCIPLINARY OR ADMINISTRATIVE

SERVANTS
On the recommendation of the Operations
Review Committee, reports on alleged misconduct
by 150 government servants were forwarded
to the Secretary for the Civil Service and heads
of government depar tments concerned for
consideration of disciplinary or administrative
action in 2006, compared to 170 government
servants in 2005. Cases involving 22 officers
were resolved by the end of the year, resulting in
disciplinary action being taken against 15 officers.
Cases involving 104 officers carried over from 2005
were completed in the year, resulting in disciplinary
action being taken against 69 officers.
REPORT CENTRE AND DETENTION CENTRE
Report Centre
The Report Centre operates on a 24-hour
basis to receive reports from the public. Reports
and enquiries made to the ICAC's Regional
Offices are also referred to the Report Centre. All
reports received are carefully logged and closely
monitored. In 2006, the Report Centre dealt with
4,501 reports and enquiries, compared to 4,926 in
2005.
Detention Centre
The Department continues to provide
comprehensive detention facilities for persons
detained under ICAC custody. The power to detain
arrested persons is provided for in section 10A(2)
of the ICAC Ordinance. The ICAC (Treatment of
Detained Persons) Order sets out the rights and
entitlements of persons detained. Persons under
detention receive a "Notice to Persons Detained"
in both Chinese and English containing details of
the Order. This Notice is also displayed in cells,
interview rooms and various other conspicuous
places in the Detention Centre.
