了 向 候 選 人 及 其 選 舉 代 理 人 簡 介 有 關 法
例 外 , 亦 編 製 了 詳 盡 的 參 考 資 料 提 醒 他
們 及 選 民 在 進 行 選 舉 活 動 時 必 須 守 法 循
規 。 另 外 , 社 關 處 亦 設 立 了 一 條 24 小 時
的 選 舉 查 詢 熱 線 及 特 別 設 計 了 一 個 選 舉
網 站 , 以 方 便 市 民 取 得 有 關 《 選 舉 ( 舞
弊 及 非 法 行 為 ) 條 例 》 及 廉 署 為 選 舉 所
提 供 各 項 服 務 的 資 料 。 社 關 處 亦 在 各 專
業 團 體 及 商 會 的 協 助 下 , 透 過 上 載 電 子
橫 額 及 刊 登 廣 告 , 廣 泛 宣 傳 「 維 護 廉 潔
選 舉 」 的 信 息 。
社 關 處 亦 就 年 內 所 舉 行 的 區 議
會 、 鄉 議 局 、 鄉 事 委 員 會 及 村 代 表 等 共
10 次 補 選 , 安 排 了 一 連 串 的 防 貪 教 育 及
宣 傳 活 動 , 並 向 候 選 人 及 助 選 人 士 闡 釋
有 關 法 例 的 內 容 及 應 遵 守 的 競 選 規 則 。
為 迎 接 二 零 零 七 年 一 月 初 舉 行 的
村 代 表 選 舉 , 社 關 處 亦 自 二 零 零 六 年 十
月 開 始 , 陸 續 推 展 一 系 列 的 防 貪 教 育 計
劃 , 向 本 地 的 鄉 事 社 區 及 海 外 的 選 民 宣
揚 廉 潔 選 舉 的 信 息 。 除 了 為 候 選 人 及 選
民 等 製 作 適 切 的 參 考 資 料 外 , 更 出 席 由
政 府 部 門 及 鄉 事 組 織 安 排 的 簡 介 會 向 他
們 解 釋 法 例 。 社 關 處 亦 透 過 電 台 、 巴 士
流 動 頻 道 、 海 報 、 選 舉 網 站 、 巡 迴 展 覽
及 新 聞 媒 體 推 廣 廉 潔 選 舉 文 化 。
與 新 聞 界 的 關 係
社 關 處 繼 續 透 過 舉 行 新 聞 簡 報
會 、 專 訪 、 發 放 新 聞 稿 及 與 傳 媒 合 作 計
劃 , 讓 市 民 瞭 解 廉 署 工 作 , 以 提 高 廉 署
的 透 明 度 。
新 聞 組 於 年 內 共 發 出 164 篇 新 聞
稿 , 就 廉 署 一 些 重 要 調 查 行 動 、 法 庭 案
件 及 其 他 反 貪 污 工 作 提 供 最 新 的 資 料 。
新 聞 組 亦 就 一 些 基 於 對 公 署 運 作 認 識 不
足 的 不 確 報 導 , 迅 速 作 出 回 應 , 透 過
New Arrivals

departments and non-government organisations
to convey ICAC messages to new arrivals through
various channels. They included the display of
publicity boards and posters and showing of a
video to introduce Hong Kong's anti-bribery law
and ICAC services to new arrivals at all land,
sea and air immigration control points in Hong
Kong. The Department also provided input to
a guide specially produced by the Home Affairs
Department for new arrivals.
During the year, the Department granted
subsidies under the Community Involvement
Programme to 20 non-government organisations
for conducting various preventive education
activities, including day camps, exhibitions,
volunteer training and quiz competitions to
promote probity among new arrivals. Similar
activities were organised for the pre-migrants
and cross-boundary families through the service
centres operated by the International Social
Service Hong Kong Branch in Guangzhou and
Shenzhen in the Mainland.
ICAC CLUB
The ICAC Club was established in 1997 to
provide a channel for the public to demonstrate
support for the anti-corruption cause. As at the
end of 2006, the Club had a membership of over
1,000 people of varied backgrounds, including
professionals, district personalities, working
youths, students, retired persons and housewives.
Apart from arranging an orientation programme
to familiarise new members with the work of
ICAC and the anti-corruption law, and organising
gatherings to foster their sense of belonging, the
Department regularly published an ICAC Club
newsletter to keep members abreast of the latest
developments of the Club and ICAC. Members
also actively provided assistance in a wide range
of ICAC district activities to help spread anticorruption
messages in the community. During
the year, 383 Club members contributed an
aggregate of 3,678 service hours in ICAC activities.
