and conviction of our colleagues. I am deeply
indebted to their untiring efforts in carrying out
our three-pronged attack on corruption. Last but
not the least, the Commission owes much of its
achievement to the overseeing of its work by our
advisory committees. To them, my colleagues and
I offer our heartfelt thanks.
Sir Jack Cater
I wish to conclude this review with our
highest tribute to the late Sir Jack Cater, our
founding Commissioner. Sir Jack passed away at
the age of 84 at his home in the United Kingdom
in April. Hong Kong now takes pride in being one
of the cleanest places in the world to live in and to
do business. Yet all these might have eluded us if
not for the vision, determination and courage of Sir
Jack. As pointed out by the Chief Executive in the
memorial service, Sir Jack had helped found the
ICAC in 1974 during some of the most challenging
times of Hong Kong. Braving all odds, Sir Jack in
the following four years laid the foundation for
the ICAC to become an effective anti-corruption
force. No amount of words could express our
gratitude toward the anti-corruption giant and he
shall remain a pillar of strength in our continued
battle. On behalf of all my colleagues, I wish to
extend our condolences to Lady Peggy Cater and
her family.
