小 組 委 員 會
社 關 處 就 傳 媒 宣 傳 及 社 區 研 究
的 工 作 向 兩 個 小 組 委 員 會 諮 詢 及 尋 求 專
業 意 見 。 年 內 , 傳 播 媒 介 及 教 育 小 組 委
員 會 贊 同 該 處 為 小 學 生 闢 設 新 的 兒 童 網
頁 , 以 加 強 向 青 少 年 推 廣 品 德 教 育 。 委
員 亦 就 個 人 、 社 會 及 人 文 教 育 範 疇 製 作
並 計 劃 在 二 零 零 七 年 初 推 出 的 初 中 德 育
教 材 套 提 供 意 見 。 廉 署 電 視 劇 集 是 廉 署
的 品 牌 製 作 , 小 組 委 員 會 十 分 支 持 廉 署
根 據 審 結 的 真 實 個 案 , 攝 製 新 一 輯 的 劇
集 。
社 區 研 究 小 組 委 員 會 曾 就 廉 署 的
二 零 零 六 年 周 年 調 查 提 供 意 見 , 並 協 助
審 視 調 查 問 卷 的 內 容 。 委 員 們 亦 曾 向 社
關 處 提 供 意 見 及 分 享 進 行 民 意 調 查 的 實
際 經 驗 , 協 助 該 處 改 良 每 季 進 行 內 部 電
話 調 查 的 方 法 。 小 組 委 員 會 並 根 據 各 項
調 查 的 結 果 及 趨 勢 分 析 , 就 該 處 的 大 眾
傳 媒 宣 傳 及 聯 絡 工 作 的 策 略 發 表 意 見 。
委 員 們 十 分 支 持 進 行 一 項 調 查 研 究 , 以
評 估 市 民 對 廉 署 透 過 各 類 倡 廉 教 育 活
動 所 宣 揚 的 核 心 價 值 觀 的 認 同 及 內 化 程
度 。 小 組 委 員 會 就 社 關 處 用 作 試 驗 調 查
的 研 究 框 架 、 調 查 指 標 及 問 卷 問 題 提 供
意 見 , 並 協 助 修 訂 問 卷 的 內 容 。

the various publicity initiatives launched in
the mass media, the Committee particularly
noted the broadcast in March 2006 of a sixepisode
TV spot series to explain ICAC's powers
and accountability. To keep businessmen and
investors abreast of Hong Kong's anti-corruption
work and promote better understanding of Hong
Kong's corruption scene, CRD launched on the
ICAC Corporate Website a newsletter, the ICAC
Post, in May 2006. The newsletter was distributed
to local and overseas chambers of commerce,
consulates, international rating agencies and other
relevant organisations. Contents of the ICAC
Corporate Website were also regularly updated
to keep the public informed of the latest ICAC
developments and a total of over 1.96 million
visits were recorded in 2006.
The Committee also fully supported the
ICAC in continuing to adopt a proactive approach
in issuing press statements to swiftly dispel
misconceptions on the Commission's operations
during the year.
SUB-COMMITTEES
CRD consulted the two sub-committees
and sought their expert advice on media publicity,
community education and research work.
During the year, the Mass Media and Education
Sub-Committee supported CRD's initiative in
developing a new children website for primary
pupils to strengthen the promotion of moral
education to young people. Members also gave
views on the production of a Personal, Social and
Humanities Education Package for launch in early
2007 to facilitate the teaching of moral education
for junior secondary students. The Sub-committee
also fully supported the production of a new ICAC
Drama Series, being ICAC's signature product,
based on concluded real ICAC cases.
The Community Research Sub-Committee
advised CRD on the 2006 ICAC Annual Survey
and helped review the survey questionnaire
for use. Members also offered their views and
shared their research experience in helping CRD
refine the methodology of the quarterly in-house
telephone surveys. In light of the survey findings
and trend analyses, the Sub-committee further
32
