社 區 關 係 處

Community Relations Department
根 據 《 廉 政 公 署 條 例 》 第 12(g)
及 (h) 條 規 定 , 社 區 關 係 處 ( 社 關 處 )
負 責 教 育 市 民 認 識 貪 污 的 害 處 , 並 爭 取
市 民 支 持 肅 貪 倡 廉 的 工 作 。
組 織 及 編 制
社 關 處 由 一 名 處 長 執 掌 , 轄 下 設
有 兩 個 科 。 社 區 關 係 科 ( 一 ) 主 要 由 專
門 組 別 組 成 , 透 過 大 眾 傳 媒 宣 揚 肅 貪 倡
廉 的 信 息 ; 另 設 有 香 港 內 地 聯 絡 組 , 與
內 地 相 關 機 構 進 行 非 調 查 事 宜 的 聯 絡 工
作 。 社 區 關 係 科 ( 二 ) 透 過 轄 下 分 佈 全
港 的 分 區 辦 事 處 直 接 與 市 民 聯 絡 , 推 行
深 入 的 倡 廉 教 育 。 此 外 , 分 區 辦 事 處 亦
深 入 社 區 , 爭 取 市 民 支 持 廉 署 的 工 作 ,
並 方 便 市 民 舉 報 和 查 詢 與 貪 污 有 關 的 問
題 。 現 時 七 間 分 區 辦 事 處 的 地 點 見 附 錄
十 六 。 截 至 二 零 零 六 年 年 底 , 該 處 的 在
職 人 員 共 有 162 人 。
工 作 回 顧
在 二 零 零 六 年 , 社 關 處 繼 續 全 面
地 策 劃 各 式 的 防 貪 教 育 活 動 , 包 括 多 項
以 公 務 員 、 年 青 人 、 特 定 行 業 與 商 會 專
業 人 士 及 參 與 選 舉 的 候 選 人 和 選 舉 代 理
人 為 對 象 的 防 貪 教 育 及 項 目 , 宣 揚 反 貪
信 息 及 爭 取 市 民 支 持 反 貪 工 作 。 與 此 同
時 , 社 關 處 亦 透 過 不 同 的 宣 傳 活 動 提 高
市 民 對 貪 污 禍 害 的 警 覺 , 並 籲 請 市 民 協
力 保 持 香 港 作 為 一 個 廉 潔 公 平 的 居 住 及
營 商 地 點 的 美 譽 。
大 眾 傳 媒
大 眾 傳 媒 提 供 有 效 的 渠 道 , 以 宣
傳 廉 署 的 工 作 及 確 保 市 民 繼 續 對 貪 污 問
題 保 持 警 惕 。 年 內 , 社 關 處 推 出 了 一 項
廣 告 宣 傳 活 動 , 鼓 勵 市 民 舉 報 貪 污 。 此
外 , 社 關 處 亦 製 作 了 一 輯 共 六 集 片 長 3
分 鐘 的 電 視 短 訊 節 目 「 廉 政 透 視 」, 加
深 市 民 對 廉 署 工 作 和 權 責 的 認 識 。
The Community Relations Department is
responsible for educating the public on the evils
of corruption and enlisting public support for the
ICAC. These duties are laid down in section 12(g)
and (h) of the Independent Commission Against
Corruption Ordinance.
STRUCTURE AND ESTABLISHMENT
The Department is headed by a Director
and operates through two divisions. Division
1 comprises mainly specialist units tasked to
publicise anti-corruption messages through the
mass media and the Hong Kong Mainland Liaison
Office which is responsible for non-operational
liaison with our counterparts in the Mainland.
Division 2 is responsible for providing in-depth,
face-to-face corruption prevention education
service to the public through strategically located
Regional Offices in various districts. The Regional
Offices also reach out to the local communities
to enlist support for ICAC's work and serve as
focal points for receiving complaints and enquiries
about corruption. The distribution of the Regional
Offices is at Appendix 16. At the end of 2006,
the Department had a staff strength of 162.
REVIEW OF WORK
In 2006, the Department continued to
publicise anti-corruption messages and fortify
community support through extensive preventive
education programmes and special projects
targeting at civil servants, young people, selected
trades and professions in the business sector as
well as candidates and agents participating in
various elections. In parallel, the Department
continued to heighten public awareness of the evils
of corruption and the importance of maintaining
Hong Kong's reputation as a clean and fair place
in which to live and conduct businesses through
various publicity programmes.
MASS MEDIA
The mass media provide an effective
channel for publicising the work of the ICAC and
sustaining continuous public vigilance to the threat
of corruption. During the year, the Department
launched an advertising campaign to encourage
members of the public to report corruption. In
addition, the Department produced a TV spot
