鑑 於 地 產 市 道 恢 復 暢 旺 , 社 關 處
於 二 零 零 六 年 八 月 聯 同 地 產 代 理 監 管 局
及 六 個 業 內 主 要 商 會 , 為 約 二 萬 名 持 牌
地 產 代 理 推 出 一 項 為 期 兩 年 的 「 地 產 代
理 專 業 道 德 推 廣 計 劃 」。 計 劃 除 制 定 一
套 誠 信 管 理 原 則 及 員 工 紀 律 守 則 範 本 供
地 產 公 司 使 用 外 , 又 將 防 貪 講 座 列 為 地
產 代 理 監 管 局 為 地 產 代 理 舉 辦 的 持 續 進
修 計 劃 的 核 心 科 目 , 並 將 《 防 止 賄 賂 條
例 》 的 內 容 納 入 地 產 代 理 資 格 考 試 範
圍 。 社 關 處 又 與 地 產 代 理 監 管 局 、 業 內
商 會 及 具 規 模 的 地 產 公 司 合 作 , 為 地 產
代 理 從 業 員 安 排 培 訓 課 程 。 截 至 二 零 零
六 年 年 底 , 有 24 間 地 產 公 司 已 採 用 廉
署 的 防 貪 服 務 , 包 括 安 排 防 貪 講 座 、 制
定 或 修 訂 公 司 紀 律 守 則 和 採 納 誠 信 管 理
原 則 。 社 關 處 亦 將 於 二 零 零 七 年 製 作 一
本 小 冊 子 派 發 予 地 產 代 理 行 業 的 前 線 人
員 , 向 他 們 介 紹 行 業 的 貪 污 案 例 及 提 供
防 貪 建 議 。 廉 署 並 會 繼 續 與 地 產 代 理 監
管 局 合 作 編 製 一 套 執 業 指 引 , 內 容 包 括
與 《 防 止 賄 賂 條 例 》 相 關 的 管 理 實 務 。
除 了 地 產 代 理 行 業 , 香 港 旅 遊 業
議 會 亦 已 將 廉 署 的 培 訓 講 座 納 入 為 導 遊
及 領 隊 申 領 牌 照 的 必 修 課 程 。
管 理 員 工 操 守 與 預 防 貪 污 舞 弊 息
息 相 關 。 社 關 處 於 二 零 零 六 年 十 二 月 為
銀 行 及 金 融 服 務 業 的 管 理 人 員 , 推 出 一
套 《「 誠 」 本 管 理 生 「 才 」 有 道 》 金
融 服 務 業 實 務 錦 囊 , 協 助 他 們 管 理 員 工
的 操 守 。 該 錦 囊 的 內 容 包 括 四 張 培 訓 光
碟 、 兩 冊 實 務 指 引 及 一 套 誠 信 管 理 技 巧
培 訓 教 材 。 這 套 教 材 亦 適 合 港 資 銀 行 為
內 地 分 行 的 管 理 人 員 作 防 貪 培 訓 之 用 。
Subsequent to the two-year Business
Ethics Promotion Programme launched for listed
companies, which was concluded in 2005, we
continued our efforts in providing preventive
education services for the companies reached and
proactively contacted all newly listed companies
within three months of their listing. By the end
of 2006, 75% out of the 767 listed companies
contacted in the year had taken positive action in
engaging ICAC services either in formulating or
reviewing their staff code of conduct or arranging
ethics training for their employees. To widen
our reach to the senior management of Kong
Kong-listed Mainland enterprises, we capitalised
on the training endeavours of other regulators,
chambers of commerce and professional bodies.
For example, upon the invitation of the Hong
Kong Exchanges and Clearing Limited, ICAC
representatives conducted presentations in Beijing
on managing corruption risks for about 265 senior
management executives of 136 listed companies
that cannot be reached in Hong Kong.
In light of the resurging property market,
the Department rolled out a two-year "Professional
Ethics Programme for Estate Agents" in August
2006 targeting the 20,000 licensed estate agents
in Hong Kong. The programme was launched
in collaboration with the Estate Agents Authority
(EAA) and six key trade associations. To provide
support to the trade, a set of Ethical Management
Principles and a sample code of conduct were
developed for adoption by individual estate
agencies. ICAC sessions were also made a
core subject of EAA's Continuing Professional
Development Scheme for real estate practitioners
while questions concerning anti-bribery legislation
were also included in the licensing examination
for estate agents. In collaboration with the EAA,
trade associations and sizeable estate agencies,
training seminars were organised for practitioners
in the field. At the end of 2006, 24 agencies
had taken positive action in response to our
efforts, including the arrangement of ICAC talks,
formulation or review of company policy on
acceptance of advantages and the adoption of the
Ethical Management Principles. The Department
plans to publish a booklet in 2007 to highlight
corruption pitfalls in the trade based on past
ICAC cases and propose relevant preventive
measures for distribution to frontline agents. ICAC
