執 行 處 多 年 來 採 取 主 動 出 擊 調 查
策 略 , 旨 在 揭 發 未 被 舉 報 的 貪 污 活 動 ,
及 找 出 可 能 出 現 貪 污 的 範 疇 。 主 動 出 擊
策 略 彰 顯 廉 署 剷 除 貪 污 的 決 心 , 事 實 亦
證 明 這 策 略 非 常 有 效 , 令 我 們 在 公 營 部
門 及 私 營 機 構 兩 方 面 , 揭 發 了 不 少 嚴 重
貪 污 案 件 , 不 然 這 些 貪 污 活 動 將 繼 續 存
在 , 危 害 公 眾 利 益 。
舉 報 的 統 計 數 字
執 行 處 在 二 零 零 六 年 共 接 獲
3,339 宗 與 選 舉 無 關 的 貪 污 舉 報 , 較 二
零 零 五 年 下 跌 9%。 其 中 298 宗 貪 污 舉
報 涉 及 香 港 警 務 處 , 較 上 年 減 少 84 宗
或 22%; 而 770 宗 則 與 其 他 政 府 部 門 有
關 , 較 上 年 減 少 9 宗 或 1 % 。 在 私 營 機
構 方 面 的 貪 污 舉 報 , 由 二 零 零 五 年 的
2,247 宗 下 跌 至 二 零 零 六 年 的 2,037 宗 ,
跌 幅 為 9%; 至 於 與 公 共 機 構 有 關 的 舉
報 , 則 由 二 零 零 五 年 的 2 7 7 宗 下 跌 至
234 宗 , 跌 幅 為 16%。
在 上 述 3,339 宗 貪 污 舉 報 當 中 ,
2,440 宗 的 投 訴 人 願 意 透 露 姓 名 , 佔 舉
報 總 數 73% 之 多 。
選 舉
廉 署 在 二 零 零 六 年 共 接 獲 57 宗 選
舉 投 訴 , 當 中 六 宗 涉 及 二 零 零 六 年 選 舉
委 員 會 界 別 分 組 選 舉 , 一 宗 涉 及 二 零 零
四 年 立 法 會 選 舉 ,17 宗 涉 及 區 議 會 補
選 ,27 宗 涉 及 村 代 表 選 舉 及 村 代 表 補
選 , 六 宗 涉 及 二 零 零 三 及 二 零 零 七 年 鄉
事 委 員 會 選 舉 。 在 這 57 宗 投 訴 當 中 , 有
14 宗 涉 及 賄 選 , 而 其 餘 43 宗 則 涉 及 性
質 較 輕 微 的 舞 弊 或 非 法 行 為 , 例 如 在 選

Box 1000). Directorate officers of the Department
consider all reports on a daily basis to decide
whether to investigate or to refer them to other
government departments or public organisations.
Proactive Approach
The Department has, for some years,
adopted a proactive strategy in the detection
of unreported corruption and the identification
of p otential areas for corrupt prac tice s.
This proactive approach demonstrates the
determination of the Commission to seek out and
eradicate corruption wherever it may be. This has
been proved effective in uncovering many serious
cases of corruption, in both the public and private
sectors, which might otherwise have remained
unreported.
STATISTICS ON REPORTS
Apart from election-related cases, the
Department received a total of 3,339 corruption
reports in 2006, representing a decrease of 9%
from that in 2005. Of these, 298 corruption
reports concerned the Hong Kong Police Force,
representing a decrease of 84 reports or 22% from
the previous year, and 770 reports concerned
other government departments, representing a
decrease of 9 reports or 1% from that in 2005.
The number of corruption reports in the private
sector fell by 9% from 2,247 in 2005 to 2,037
in 2006. 234 reports involved public bodies,
compared with 277 in 2005, representing a
decrease of 16%.
Of the 3,339 corruption reports received
during the year, 2,440 reports were made
by complainants who identified themselves,
representing 73% of total reports received.
Elections
In 2006, the Department received 57
election complaints, six of which were related to
the 2006 Election Committee Sub-sector Election,
one to the 2004 Legislative Council Election, 17 to
the District Council By-elections, 27 to the Village
Representative Election and Village Representative
