我 現 在 提 交 貪 污 問 題 諮 詢 委 員 會
二 零 零 六 年 工 作 報 告 。

貪 污 問 題 諮 詢 委 員 會 是 廉 政 公 署
( 廉 署 ) 主 要 的 諮 詢 機 構 , 負 責 監 察 該
署 的 工 作 和 活 動 。 審 查 貪 污 舉 報 諮 詢 委
員 會 、 防 止 貪 污 諮 詢 委 員 會 以 及 社 區 關
係 市 民 諮 詢 委 員 會 的 主 席 , 都 是 本 委 員
會 的 當 然 委 員 。
貪 污 問 題 諮 詢 委 員 會 的 職 權 範 圍
及 二 零 零 六 年 委 員 名 錄 分 別 載 於 附 錄 甲
和 附 錄 乙 。
委 員 會 工 作
委 員 會 在 二 零 零 六 年 舉 行 了 三 次
會 議 , 每 次 會 議 均 就 香 港 的 貪 污 問 題 進
行 研 討 。 執 行 處 首 長 出 席 委 員 會 的 所 有
會 議 , 並 向 委 員 匯 報 執 行 處 的 工 作 、 貪
污 統 計 數 字 及 趨 勢 等 。 防 止 貪 污 處 處 長
及 社 區 關 係 處 處 長 亦 出 席 所 有 會 議 , 並
分 別 向 委 員 會 匯 報 其 部 門 的 工 作 概 況 。
委 員 會 因 應 日 後 面 臨 的 挑 戰 , 贊
同 廉 署 在 未 來 三 年 的 工 作 策 略 和 活 動 項
目 。 委 員 會 亦 贊 同 廉 署 三 個 部 門 將 於 二
零 零 七 至 二 零 零 八 年 度 推 行 的 各 項 政 策
措 施 , 並 建 議 廉 署 協 助 上 市 公 司 提 升 管
治 水 平 , 以 及 向 內 地 推 介 該 署 對 中 小 型
企 業 推 行 的 防 貪 計 劃 。
委 員 會 負 責 監 察 廉 署 的 人 事 和 行
政 政 策 , 職 責 包 括 聽 取 廉 政 專 員 定 期 報
告 有 關 廉 署 人 員 被 投 訴 的 事 項 , 以 及 署
方 對 職 員 所 採 取 的 紀 律 處 分 。 委 員 會 亦

I present my report on the work of the
Advisory Committee on Corruption (ACOC) for the
year 2006.
TERMS OF REFERENCE AND MEMBERSHIP
The ACOC is the principal advisory
b o d y o f t h e I n d e p e n d e n t C o m m i s s i o n
Against Corruption (ICAC) and oversees all
the Commission's activities. Its membership
includes the chairmen of the Operations Review
Committee, Corruption Prevention Advisory
Committee and Citizens Advisory Committee on
Community Relations who serve on the ACOC as
ex-officio members.
The terms of reference and membership
of ACOC during the year are at Annexes A and B
respectively.
WORK OF THE COMMITTEE
The ACOC held three meetings during
2006. At each meeting, the Committee reviewed
the corruption problem in Hong Kong. The
Head of Operations attended all meetings to
brief members on the work of the Operations
Department, corruption statistics and trends.
Similarly, the Director of Corruption Prevention
and the Director of Community Relations also
attended all meetings to brief the Committee on
the work of their respective department.
Noting the identified challenges ahead,
the Committee endorsed the proposed strategy
and menu of activities for the Commission for the
next three years. The Committee also endorsed
the various policy initiatives to be pursued by the
three departments in 2007-08 and suggested the
Commission to help raise governance standards
among listed companies and to introduce its
preventive education programmes for small and
medium enterprises to the Mainland.
