與 海 外 及 內 地 的 伙 伴 機 構 , 分 享 香 港 的
防 貪 經 驗 及 工 作 心 得 ; 亦 深 信 在 反 貪 的
鬥 爭 中 , 防 患 未 然 、 以 及 消 弭 貪 污 於 源
頭 才 是 有 效 的 治 本 策 略 。
社 區 教 育
儘 管 貪 污 情 況 已 受 到 控 制 , 社 區
關 係 處 ( 社 關 處 ) 仍 繼 續 努 力 不 懈 地 在
社 會 各 個 階 層 推 動 誠 信 建 設 工 作 , 並 於
年 內 向 政 府 及 商 界 內 的 個 別 範 疇 推 行 多
項 倡 廉 教 育 工 作 。
隨 著 「 公 務 員 廉 潔 操 守 深 化 計
劃 」 於 二 零 零 五 年 圓 滿 結 束 , 社 關 處 繼
續 與 環 境 運 輸 及 工 務 局 ( 環 運 局 ) 的 工
務 科 合 作 , 為 轄 下 六 個 工 務 部 門 舉 辦 誠
信 計 劃 。 除 推 出 誠 信 管 理 手 冊 供 職 員 參
考 外 , 社 關 處 亦 與 公 務 員 事 務 局 和 環 運
局 合 作 , 為 管 理 及 專 業 人 員 舉 辦 一 系 列
誠 信 培 訓 工 作 坊 。
私 營 機 構 方 面 , 社 關 處 與 地 產 代
理 監 管 局 於 二 零 零 六 年 八 月 聯 同 六 個 主
要 商 會 , 推 出 為 期 兩 年 的 「 地 產 代 理 專
業 道 德 推 廣 計 劃 」。 此 外 , 鑑 於 《 內 地
與 香 港 關 於 建 立 更 緊 密 經 貿 關 係 的 安
排 》 將 為 香 港 專 業 服 務 在 內 地 市 場 帶 來
新 的 商 機 , 社 關 處 已 加 強 向 專 業 界 別 推
廣 跨 境 誠 信 管 理 。 社 關 處 年 內 先 後 為 特
許 秘 書 及 會 計 師 舉 辦 誠 信 講 座 , 而 有 關
講 座 亦 已 成 為 特 許 秘 書 持 續 專 業 進 修 課
程 的 核 心 科 目 。
作 為 誠 信 建 設 工 作 的 重 要 一 環 ,
社 關 處 於 二 零 零 六 年 七 月 開 展 了 「 建
誠 信 創 未 來 」 青 年 培 訓 計 劃 。 在 計
劃 下 , 來 自 本 港 、 澳 門 、 內 地 和 海 外 的
大 學 生 , 透 過 培 訓 工 作 坊 、 體 驗 日 營 、
個 案 研 習 比 賽 等 活 動 , 汲 取 成 為 誠 信 領
袖 應 具 備 的 知 識 。 整 項 計 劃 將 會 以 二 零
零 七 年 三 月 舉 行 的 青 年 高 峰 會 議 作 為 總
結 。
the Department had rendered advice to the
departments concerned effective ways to prevent
such exploitations. We also proactively worked
with the Administration on measures to safeguard
the integrity of a number of Public Private
Partnership schemes in the provision of public
facilities.
In October 2006, the Chief Executive
announced a set of new policy initiatives for
2006-07 some of which, for example the Preprimary
Education Voucher Scheme, would call for
new practices and procedures in the delivery of
services to the public. The Department will work
closely with bureaux and departments concerned
to ensure that, in taking forward these new
initiatives, the related procedures and practices
would not give rise to opportunities for corruption
and abuse.
Corruption prevention is gaining currency
in the international community as an integral part
of good management. We are well prepared to
share our experience and best practices with our
international and Mainland counterparts. We have
no doubt that tackling the problem at source and
nipping it in the bud is an important and effective
strategy in the continuing battle against corruption.
COMMUNITY EDUCATION
With corruption largely in check, the
Community Relations Department continued
to step up its integrity building effort in various
sectors of the community. A host of preventive
education programmes were mounted during
the year for selected targets in the public and the
business sectors.
Hot on the heel of the Civil Service
Integrity Entrenchment Programme concluded
in 2005, the Department collaborated with the
Works Branch of the Environment, Transport
and Works Bureau (ETWB) to launch an integrity
programme for all six works departments. Apart
from the promulgation of an Integrity Management
Manual for reference of staff members, CSB,
ETWB and the Department also jointly organised
a series of training workshops for managerial and
professional staff.
