監 察 與 制 衡
要 維 持 反 貪 成 效 , 公 眾 對 廉 署 的
支 持 至 為 重 要 。 不 過 , 由 於 貪 污 調 查
的 資 料 必 須 絕 對 保 密 , 偶 爾 會 引 起 市
民 的 誤 解 。 為 了 加 強 市 民 對 廉 署 依 法
辦 事 和 大 公 無 私 的 信 心 , 廉 署 設 有 一
個 嚴 謹 的 監 察 與 制 衡 制 度 。 廉 署 的 各
項 職 責 分 別 受 到 四 個 由 市 民 代 表 組 成
的 諮 詢 委 員 會 監 察 和 審 查 。 委 員 會 主
席 均 由 社 區 領 袖 擔 任 , 而 委 員 則 是 來
自 不 同 界 別 的 社 會 賢 達 , 他 們 負 責 代
表 市 民 監 督 廉 署 的 反 貪 工 作 。 該 四 個
諮 詢 委 員 會 分 別 為 : 貪 污 問 題 諮 詢 委
員 會 、 審 查 貪 污 舉 報 諮 詢 委 員 會 、 防
止 貪 污 諮 詢 委 員 會 , 以 及 社 區 關 係 市
民 諮 詢 委 員 會 。 委 員 會 各 自 發 表 其 工
作 年 報 。 此 外 , 委 員 會 的 主 席 每 年 亦
會 舉 行 聯 合 新 聞 簡 報 會 , 向 外 滙 報 委
員 會 的 工 作 。
為 確 保 廉 署 人 員 必 須 按 照 最 高 的
誠 信 水 平 和 專 業 標 準 執 行 職 務 , 所 有
針 對 廉 署 人 員 的 非 刑 事 投 訴 的 調 查 工
作 , 均 由 廉 政 公 署 事 宜 投 訴 委 員 會 監
察 。 該 委 員 會 設 有 獨 立 的 秘 書 處 , 並
自 行 發 表 其 工 作 年 報 。

我 十 分 感 謝 廣 大 市 民 年 內 挺 身 舉
報 貪 污 , 積 極 支 持 廉 署 的 防 貪 倡 廉 活
動 。 肅 貪 倡 廉 任 重 道 遠 , 全 賴 廉 署 人
員 克 盡 己 職 、 矢 勤 矢 勇 , 反 貪 任 務 才
得 以 取 得 成 功 。 他 們 貫 徹 廉 署 「 三 管
齊 下 」 的 反 貪 污 策 略 , 以 堅 毅 不 屈 的
精 神 履 行 職 務 , 我 在 此 向 他 們 表 達 衷
心 謝 意 。 此 外 , 各 諮 詢 委 員 會 在 監 督
廉 署 工 作 方 面 , 作 出 了 寶 貴 的 貢 獻 ,
是 推 動 廉 署 在 反 貪 工 作 上 不 斷 向 前 的
主 要 動 力 。 我 與 本 署 全 體 人 員 對 此 深
表 感 謝 。
Mainland Liaison
A common and declared will to stamp
out cross-boundary corruption had led to another
year of hectic exchanges and liaison between the
Commission and our Mainland counterparts. We
proactively invited anti-corruption authorities
at both the provincial and municipal levels to
visit the Commission to foster better mutual
understanding with various places in the
Mainland. At our invitation and arranged through
the Supreme People's Procuratorate, we received
delegations from the provincial procuratorates
of Henan, Anhui, Guangdong, as well as from
the Beijing Municipal Supervision Bureau. We
also played host to Mr LI Yu-fu, Vice-Minister of
the Ministry of Supervision, for a week-long visit
to observe in person how ICAC's three-pronged
anti-corruption approach was put into action. In
parallel, the Commission also received 26 other
delegations comprising 586 officials from various
procuratorates and supervision bureaux. A total
of 203 briefing sessions were conducted for
over 6,000 Mainland government officials and
business executives of state-owned enterprises.
Our cordial relationship with the Mainland
was epitomised in two corruption prevention
presentations my colleagues delivered respectively
in June and October to 300 Mainland officials
attending a training seminar jointly organised by
the Beijing Municipal Supervision Bureau and the
Beijing Municipal Commission of Development
and Reform.
Led by the Commissioner, the ICAC had
dispatched delegations to visit the Guangdong
Provincial Procuratorate and our counterparts
in Macao twice in 2006 as part of an on-going
effort to foment closer cooperation. We are
confident that the Mutual Case Assistance Scheme
established between the ICAC and the Mainland's
procuratorate authorities since 1988 would
continue to be effective in tackling cross-boundary
corruption.
Headquarters Building
Our long-awaited goal of housing all
functional departments of the Commission under
one roof is approaching fruition. The topping-out
of the ICAC Headquarters Building in November
2006 marked the completion of the superstructure
