number of areas. To prevent unauthorised release
of air cargo without Customs clearance, C&ED
should strengthen the security arrangements at all
air cargo terminals and take effective enforcement
action against terminal operators for unauthorised
release of air cargo. To more effectively manage
the target lists, we recommended that C&ED
should enhance its computer system to automate
an alert to the supervising officers whenever
amendments are made to the lists to ensure that
they are properly authorised. The computer
system should also be capable of generating
exception reports on any alterations to the list of
cargo selected for examination by senior officers.
Department of Health (DH) – Purchasing of
Drugs
DH purchases over $60 million of drugs
for its clinics each year. Drug orders exceeding
$50,000 are procured using term contracts,
while direct purchase is used when a drug is
not covered by any term contract and the value
of the order does not exceed $50,000. DH
maintains a Drug Formulary and the approval of
DH’s departmental Drug Monitoring Committee
(DMC) is required before a particular drug can be
added to the Formulary. Only drugs included in
the Formulary may be prescribed by DH doctors.
Although there are procurement procedures and
rules laid down in the Government Stores and
Procurement Regulations and DH departmental
guidelines, substantial professional judgement
is involved in drug purchases and the process is
vulnerable to allegation of abuse or favouritism.
The study note d s ome proce dural
weaknesses in the system, including the bypassing
of DMC’s authority in adding drugs to the Drug
Formulary in some cases, the lack of formal
procedures for deleting drugs from the Drug
Formulary, improper use of the direct purchase
procedures, and inadequate checking of the drugs
delivered (e.g. whether the shelf life of a delivered
drug conforms to the contract requirements). We
recommended that DH should ensure that all
applications for inclusion in the Drug Formulary
are approved by the DMC, and that the Drug
Formulary is checked regularly to ensure proper
authorisation for additions and deletions. We
also recommended that DH should closely
monitor any possible splitting of orders for direct
purchase of drugs, and provide end users with the
