行 政 總 部
Chapter 3
Administration Branch
行 政 總 部 由 一 名 助 理 處 長 執 掌 ,
負 責 人 力 及 財 務 資 源 管 理 、 物 料 供 應 、
辦 公 室 策 劃 、 總 務 等 工 作 ; 並 同 時 負 責
廉 署 的 訓 練 工 作 、 職 員 關 係 和 福 利 事
宜 。 在 行 政 方 面 的 工 作 , 廉 署 須 依 據 政
府 規 例 辦 理 ; 而 行 政 總 部 則 負 責 確 保 廉
署 遵 守 有 關 規 例 和 程 序 。
一 般 行 政
在 二 零 零 六 年 年 底 , 廉 政 公 署 的
編 制 為 1,345 個 職 位 ( 包 括 14 名 首 長 級
人 員 ), 而 在 職 人 數 共 1,139 人 。 其 中
執 行 處 佔 897 人 ; 防 止 貪 污 處 佔 56 人 ;
社 區 關 係 處 佔 162 人 ; 行 政 總 部 則 佔 78
人 。
廉 署 所 有 職 員 皆 按 照 《 廉 政 公 署
條 例 》 內 所 列 的 服 務 條 件 , 並 通 常 以 合
約 方 式 聘 用 , 合 約 期 滿 後 可 獲 約 滿 酬
金 。 截 至 二 零 零 六 年 年 底 , 共 有 19 名
職 員 來 自 公 務 員 體 系 。
大 部 分 受 僱 於 廉 署 的 職 員 均 屬 廉
署 特 有 職 系 。 廉 署 有 921 名 部 門 職 系 人
員 是 按 廉 署 人 員 薪 級 表 支 薪 , 他 們 的 薪
酬 及 服 務 條 件 都 是 根 據 紀 律 人 員 薪 俸 及
服 務 條 件 常 務 委 員 會 所 提 供 的 意 見 而 訂
定 。 其 餘 272 名 行 政 及 支 援 人 員 則 屬 一
般 及 共 通 職 系 , 他 們 的 薪 酬 與 同 等 職 級
的 公 務 員 相 同 。
二 零 零 六 年 , 廉 署 共 有 71 名 人 員
離 職 。 其 中 執 行 處 佔 48 名 ; 防 止 貪 污
處 佔 2 名 ; 社 區 關 係 處 佔 13 名 ; 行 政 總
部 佔 8 名 。
廉 署 的 經 費 是 以 一 個 獨 立 開 支 總
目 由 政 府 每 年 的 預 算 中 撥 出 。 廉 署 每 年
的 開 支 預 算 , 須 由 貪 污 問 題 諮 詢 委 員 會
及 政 府 總 部 審 核 , 然 後 根 據 《 廉 政 公 署
條 例 》 第 14(1) 條 的 規 定 呈 交 行 政 長 官
審 批 。 廉 署 的 帳 目 須 按 照 一 般 政 府 程 序
Headed by an Assistant Director, the
Administration Branch is responsible for managing
human and financial resources, supplies,
accommodation, general administration, training,
staff relations and welfare matters. In handling
such administrative matters, the Commission
follows government rules and regulations. The
Administration Branch ensures that the relevant
rules and procedures are followed.
GENERAL ADMINISTRATION
At the end of 2006, the Commission
had an establishment of 1,345 (including 14
directorate officers) and a staff strength of 1,193:
Operations Department – 897; Corruption
Prevention Department – 56; Community Relations
Department – 162 and Administration Branch –
78.
All of ficers of the Commission are
subject to the conditions of service set out in the
Independent Commission Against Corruption
Ordinance. Staff in the Commission are normally
appointed on gratuity-bearing agreements. As at
the end of the year, 19 officers were serving on
release from the civil service.
Most officers in the Commission are
employed in grades special to the Commission.
921 departmental grade officers are remunerated
on the ICAC Pay Scale. Their pay and conditions
of service are subject to the advice of the Standing
Committee on Disciplined Services Salaries
and Conditions of Service. The remaining 272
administrative and support staff are members of
general and common grades who are paid the
same salaries as their counterparts in the civil
service.
In 2006, 71 officers left the Commission:
Operations Depar tment – 48, Corruption
Prevention Department – 2, Community Relations
Department – 13, and Administration Branch – 8.
The Commission is financed from a single
head of expenditure in the Government's annual
estimates. The Advisory Committee on Corruption
and the Government Secretariat consider the
annual estimates of expenditure which are
submitted to the Chief Executive for approval in
accordance with section 14(1) of the Independent
