負 責 考 慮 廉 政 公 署 首 長 級 人 員 申 請 於 離
職 後 以 合 約 條 款 受 聘 的 事 宜 , 以 及 向 廉
政 專 員 提 供 意 見 。 廉 政 專 員 在 根 據 《 廉
政 公 署 條 例 》 第 8(2) 條 解 僱 任 何 廉 署 人 員
之 前 , 須 徵 詢 本 委 員 會 的 意 見 。 年 內 並
沒 有 這 類 解 僱 事 件 。
在 審 核 廉 署 二 零 零 七 至 二 零 零 八
年 度 預 算 草 案 時 , 委 員 會 得 悉 廉 署 獲 增
撥 資 源 , 用 以 打 擊 樓 宇 管 理 業 內 甚 為 複
雜 的 貪 污 問 題 , 以 及 提 升 搜 集 情 報 的 能
力 。 此 外 , 委 員 會 亦 在 廉 署 向 你 呈 交 二
零 零 五 年 年 報 前 , 對 該 年 報 進 行 審 閱 。

二 零 零 六 年 十 二 月 五 日 , 我 聯
同 其 他 三 位 廉 署 諮 詢 委 員 會 主 席 舉 行 新
聞 簡 報 會 , 匯 報 年 內 各 諮 詢 委 員 會 的 工
作 。 我 們 在 會 上 強 調 , 廉 署 經 已 設 立 內
部 監 察 和 制 衡 機 制 , 並 回 答 記 者 就 貪 污
情 況 提 出 的 問 題 。
我 衷 心 感 謝 委 員 會 各 成 員 在 年 內
的 貢 獻 和 支 持 。 對 於 廉 署 各 部 門 首 長 所
作 的 報 告 和 簡 報 , 我 亦 深 表 謝 意 。
我 很 榮 幸 自 一 九 九 八 年 開 始 便 為
諮 詢 委 員 會 效 力 。 廉 署 是 香 港 表 現 最 卓
越 的 機 構 之 一 。 即 使 我 在 二 零 零 六 年 年
底 退 任 , 我 仍 然 會 全 力 支 持 廉 署 和 各 位
優 秀 的 反 貪 人 員 。

The Committee monitored the staffing
and administrative policies of the Commission.
In this respect, it received regular reports by the
Commissioner on complaints and disciplinary
action taken against ICAC officers. The
Committee had also assumed the role to consider
and advise the Commissioner on applications for
post-service employment from ICAC directorate
officers on agreement terms. The Commissioner
is required to seek the Committee's advice before
terminating the appointment of an ICAC officer
under section 8(2) of the ICAC Ordinance. During
the year, there were no such cases.
When considering the Commission's
draft Estimates of Expenditure for 2007/08,
the Committee noted the additional resources
for combating complex corruption problems
in the building management sector and for
enhancing the capability in intelligence gathering.
Furthermore, the Committee scrutinised the 2005
Annual Report of the Commission before it was
submitted to you.
MEDIA BRIEFING
Together with the Chairmen of the other
three ICAC advisory committees, I conducted a
media briefing on 5 December 2006 to report on
the work of the advisory committees during 2006.
We emphasised the checks and balances built into
the system. We also dealt with questions from the
press on the corruption scene.
I wish to place on record my thanks to
members of the ACOC for their contribution and
support during the year. I would also like to thank
the ICAC heads of departments for their reports
and briefing.
It has been my honour to have served on
the Advisory Committee since 1998. The ICAC
is one of Hong Kong's finest institutions. I shall
retire at the end of 2006, but the ICAC and its fine
people will always have my full support.
