年 內 , 廉 署 、 公 務 員 事 務 局 與 環
境 運 輸 及 工 務 局 的 工 務 科 攜 手 合 作 , 為
全 數 六 個 工 務 部 門 推 出 一 項 提 升 誠 信 管
理 的 計 劃 。 計 劃 內 容 包 括 製 作 與 推 廣 一
份 誠 信 管 理 手 冊 , 以 及 為 工 務 部 門 內 負
責 監 督 承 辦 商 工 作 的 督 導 及 管 理 人 員 舉
辦 逾 150 次 工 作 坊 。 廉 署 更 特 別 製 作 了
一 套 培 訓 短 片 , 以 配 合 工 作 坊 的 分 組 討
論 環 節 。
此 外 , 社 關 處 繼 續 在 「 公 務 員 通
訊 」 發 表 以 誠 信 為 主 題 的 文 章 , 以 推 動
政 府 人 員 的 廉 潔 風 尚 。 社 關 處 亦 為 48 個
政 府 部 門 共 22,546 名 公 務 人 員 提 供 誠 信
培 訓 , 加 深 他 們 對 反 貪 法 例 的 認 識 , 提
高 他 們 對 貪 污 問 題 的 警 覺 性 , 以 及 提 醒
他 們 恪 守 高 度 誠 信 標 準 的 重 要 性 。
除 公 務 員 外 , 社 關 處 亦 為 多 間 公
共 機 構 , 包 括 醫 院 管 理 局 、 公 用 事 業 機
構 、 專 上 院 校 及 公 共 運 輸 機 構 共 6,534
名 新 入 職 或 在 職 的 管 理 及 前 線 人 員 舉 辦
防 貪 研 討 會 及 講 座 , 加 深 他 們 對 反 貪 法
例 的 認 識 , 以 及 加 強 他 們 對 日 常 工 作 上
可 能 遇 到 的 貪 污 陷 阱 的 警 覺 性 。
工 商 服 務
年 內 , 社 關 處 為 各 行 業 合 共 舉 辦
了 963 次 防 貪 講 座 , 接 觸 了 8,823 名 管 理
人 員 及 30,732 名 前 線 員 工 。
社 關 處 為 上 市 公 司 推 出 為 期 兩 年
的 「 商 業 道 德 推 廣 計 劃 」 於 2005 年 完
滿 結 束 , 其 後 該 處 繼 續 為 這 些 公 司 提 供
防 貪 教 育 服 務 , 並 會 在 公 司 新 上 市 後 三
個 月 內 主 動 聯 絡 公 司 管 理 層 , 提 供 防 貪
服 務 。 截 至 二 零 零 六 年 年 底 , 社 關 處 共
接 觸 了 767 間 上 市 公 司 , 當 中 75% 已 採
納 廉 署 的 防 貪 服 務 , 包 括 制 定 或 修 訂 公
司 紀 律 守 則 及 為 員 工 安 排 防 貪 講 座 。 社
關 處 亦 透 過 監 管 機 構 、 商 會 及 專 業 團 體
的 培 訓 項 目 , 接 觸 內 地 來 港 上 市 公 司 的
Under this programme, a network of Ethics
Officers would be nominated by individual
bureaux and departments. The ICAC seeks to
maintain regular dialogues and share experience
with bureaux and departments, through this
network of Ethics Officers, on ethical governance
and integrity management on a long-term basis.
During the year, the ICAC joined hands
with the CSB and the Works Branch of the
Environment, Transport and Works Bureau (ETWB)
to embark on a customised integrity programme
for all the six works departments. The programme
involved the production and promulgation of
an Integrity Management Manual by ETWB and
arrangement of over 150 training workshops for
managers and site supervisors involved in the
monitoring of contractors in outsourced works
projects. A training video was specially produced
to trigger discussion at the workshops.
In addition, the Department continued to
contribute articles on various integrity issues to
the Civil Service Newsletter to promote a probity
culture in public service. Integrity training was
provided for 22,546 government officers from 48
departments to strengthen their understanding
of the anti-bribery legislation, heighten their
awareness of corruption loopholes and current
issues of concerns and remind them of the
importance of upholding a high standard of
integrity.
Apart from civil servants, the Department
also organised corruption prevention seminars
for 6,534 newly recruited or serving managerial
and frontline staff of public bodies, including the
Hospital Authority, public utilities companies,
ter tiar y education institutions and public
transport companies to equip them with better
understanding on the implications of the anticorruption
law on their daily duties and promote
alertness to possible corruption pitfalls at work.

In 2006, the Department conducted a total
