the ICAC. Moreover, 68.5% and 80.3% of the<br />
respondents respectively considered that ICAC's<br />
anti-corruption work was effective and that the<br />
ICAC was an impartial law enforcement body.<br />
The survey also showed that public tolerance of<br />
corruption had rema<strong>in</strong>ed low. Us<strong>in</strong>g a 0 to 10<br />
rat<strong>in</strong>g scale, on which 0 represents total rejection<br />
and 10 total tolerance of corruption, the f<strong>in</strong>d<strong>in</strong>gs<br />
showed that public tolerance of corruption <strong>in</strong> the<br />
public and bus<strong>in</strong>ess sectors registered a mean<br />
score of 1.1 and 1.8 respectively. The survey also<br />
provided a number of other f<strong>in</strong>d<strong>in</strong>gs which enabled<br />
the Department to align its education strategy and<br />
work plan to meet public needs.<br />
TRANSPARENCY AND ACCOUNTABILITY<br />
Transparency and accountability form<br />
an important component of the ICAC strategy to<br />
enhance public confidence and support. To this<br />
end, the Department had –<br />

consulted District Councils and Area<br />
Committees on its <strong>2006</strong>/2007 work plan;<br />
made frequent reports of ICAC activities<br />
through the ICAC Corporate Website;<br />
issued press releases on subjects of public<br />
concern, <strong>in</strong>clud<strong>in</strong>g ICAC <strong>in</strong>vestigations and<br />
court cases;<br />
published the f<strong>in</strong>d<strong>in</strong>gs of annual surveys;<br />
organised "Meet-the-Public" sessions to<br />
gauge public views on ICAC's work; and<br />
organised a press brief<strong>in</strong>g for the chairmen<br />
of the four ICAC advisory committees to<br />
report on their work <strong>in</strong> monitor<strong>in</strong>g ICAC's<br />
performance and advis<strong>in</strong>g the ICAC on its<br />
anti-corruption work.<br />
The Department will constantly review its<br />
strategies and priorities, assess the effectiveness<br />
of its activities, and make adjustments to its<br />
programmes to keep abreast of the rapid changes<br />
<strong>in</strong> political and socio-economic environment to<br />
ensure that we cont<strong>in</strong>ue to discharge our duties<br />
effectively and efficiently.<br />
