the ICAC. Moreover, 68.5% and 80.3% of the
respondents respectively considered that ICAC's
anti-corruption work was effective and that the
ICAC was an impartial law enforcement body.
The survey also showed that public tolerance of
corruption had remained low. Using a 0 to 10
rating scale, on which 0 represents total rejection
and 10 total tolerance of corruption, the findings
showed that public tolerance of corruption in the
public and business sectors registered a mean
score of 1.1 and 1.8 respectively. The survey also
provided a number of other findings which enabled
the Department to align its education strategy and
work plan to meet public needs.
TRANSPARENCY AND ACCOUNTABILITY
Transparency and accountability form
an important component of the ICAC strategy to
enhance public confidence and support. To this
end, the Department had –

consulted District Councils and Area
Committees on its 2006/2007 work plan;
made frequent reports of ICAC activities
through the ICAC Corporate Website;
issued press releases on subjects of public
concern, including ICAC investigations and
court cases;
published the findings of annual surveys;
organised "Meet-the-Public" sessions to
gauge public views on ICAC's work; and
organised a press briefing for the chairmen
of the four ICAC advisory committees to
report on their work in monitoring ICAC's
performance and advising the ICAC on its
anti-corruption work.
The Department will constantly review its
strategies and priorities, assess the effectiveness
of its activities, and make adjustments to its
programmes to keep abreast of the rapid changes
in political and socio-economic environment to
ensure that we continue to discharge our duties
effectively and efficiently.
