舉 ;17 宗 涉 及 區 議 會 補 選 ;27 宗 涉 及
村 代 表 選 舉 及 村 代 表 補 選 ; 六 宗 涉 及
二 零 零 三 年 和 二 零 零 七 年 的 鄉 事 委 員
會 選 舉 。 涉 及 賄 選 的 指 控 有 14 宗 , 其
餘 則 涉 及 違 反 《 選 舉 ( 舞 弊 及 非 法 行
為 ) 條 例 》 的 其 他 規 定 。 截 至 二 零 零
六 年 年 底 , 共 有 41 宗 選 舉 投 訴 尚 在 調
查 中 。 香 港 一 貫 以 廉 潔 的 選 舉 文 化 見
稱 , 隨 著 行 政 長 官 選 舉 和 區 議 會 選 舉
於 來 年 舉 行 , 廉 署 會 繼 續 透 過 積 極 全
面 的 倡 廉 宣 傳 教 育 活 動 、 大 公 無 私 的
執 法 工 作 , 維 護 香 港 選 舉 的 廉 潔 和 公
正 。
調 查
專 責 執 法 工 作 的 執 行 處 , 繼 續
以 無 畏 無 懼 的 精 神 追 緝 貪 污 分 子 。 年
內 共 有 341 人 涉 及 200 宗 案 件 被 檢 控 ,
整 體 個 案 定 罪 率 高 達 88%。 這 個 成 績 顯
示 該 處 採 取 主 動 出 擊 的 策 略 , 包 括 利
用 線 人 及 其 他 情 報 搜 集 行 動 , 以 助 揭
發 未 被 舉 報 的 貪 污 個 案 , 卓 有 成 效 。
隨 著 資 訊 科 技 發 展 迅 速 、 全 球
貿 易 愈 趨 一 體 化 , 貪 污 罪 行 亦 日 見 複
雜 。 因 此 , 在 調 查 過 程 中 , 該 處 轄 下
的 電 腦 資 料 鑑 證 組 和 財 務 調 查 組 兩 個
專 家 調 查 小 組 的 支 援 即 更 形 殷 切 。 二
零 零 六 年 , 電 腦 資 料 鑑 證 組 共 進 行 了
288 項 電 腦 資 料 分 析 , 涉 及 145 個 調 查
行 動 和 210 部 被 搜 獲 的 電 腦 。 此 外 , 財

貪 能 力 , 執 行 處 正 逐 步 推 展 其 資 訊 科

property market, we have also launched in
partnership with estate agencies a professional
ethics programme during the year. It is noteworthy
that ICAC sessions are now incorporated in the
Continuing Professional Development programmes
of a number of professions.
ELECTIONS
In 2006, the Commission received a total
of 57 election-related reports. Of these reports, six
were related to the 2006 Election Committee Sub-
Sector Election, one involved the 2004 Legislative
Council Election and 17 the District Council
By-elections. Of the remaining, 27 concerned
the Village Representative Election and Village
Representative By-elections, and six were related
to the 2003 and 2007 Rural Committee Elections.
There were 14 complaints alleging bribery and the
rest on alleged breaches of the Election (Corrupt
and Illegal Conduct) Ordinance. By end of 2006,
investigations into 41 complaints were continuing.
Hong Kong is reputed for its clean election culture.
With the Chief Executive Election and the District
Councils Elections scheduled to take place in
the coming year, the Commission will continue
to uphold the clean election culture of Hong
Kong through vigorous education and publicity
campaigns, and impartial enforcement of the law.
INVESTIGATIONS
The Operations Department, the law
enforcement arm of the Commission, continued
to go after the corrupt without fear or favour. In
2006, a total of 341 persons were prosecuted in
200 cases and the overall case-based conviction
rate attained a record 88%. The results could
be attributed to the success of the Department's
proactive strategy that involves the use of
informants and other intelligence-led operations.
The strategy has also unearthed many instances
of corruption that would otherwise remain
concealed.
