總 覽
在 二 零 零 六 年 , 廉 署 在 多 個 範 疇
都 可 說 取 得 令 人 滿 意 的 成 果 。 憑 著 堅 毅
不 拔 、 全 力 以 赴 的 專 業 精 神 , 廉 署 同 事
年 內 繼 續 有 效 打 擊 貪 污 詐 騙 分 子 , 成 績
斐 然 。 香 港 回 歸 已 踏 進 第 十 個 年 頭 ,
廉 署 在 過 去 的 歲 月 不 僅 克 服 了 無 數 挑
戰 , 更 進 一 步 維 護 香 港 這 個 都 會 的 美 名
和 公 平 、 公 正 , 對 此 我 和 廉 署 上 下 都 同
感 欣 慰 。
市 民 對 貪 污 絕 不 姑 息 , 對 廉 署 的
工 作 亦 寄 予 莫 大 支 持 , 令 廉 署 年 內 的 案
件 定 罪 率 達 到 88% 的 歷 史 新 高 。 這 向 心
存 貪 污 意 念 的 人 傳 達 了 強 而 有 力 的 阻 嚇
警 號 , 亦 貫 徹 廉 署 要 把 貪 污 變 為 高 風
險 罪 行 的 工 作 方 針 。 此 外 ,「 具 名 舉
報 」 這 個 反 映 市 民 對 廉 署 的 信 任 與 信 心
OVERVIEW

rewarding year by many measures. Unremitting
perseverance and professional dedication of ICAC
colleagues had yielded fruitful results during
the year, to the detriment of the corrupt and
fraudulent. As Hong Kong approaches the 10th
Anniversary of the reunification, I am gratified
to report that the Commission has not only
triumphed over countless challenges over the past
decade, but also gone from strength to strength
in maintaining the city we call home fair, just and
respectable.
Backed by a supportive community that
parades no tolerance toward corruption, the
Commission ended the year with an all-time high
case-based conviction rate of 88%. This has
sent a powerful signal to those contemplating
corruption and brought to a new frontier our
pledge of making corruption a high-risk crime.
