法 律 條 文 和 議 題 、 實 際 調 查 技 巧 、 認 知
訊 問 技 巧 和 體 能 訓 練 、 急 救 、 自 衛 和 使
用 槍 械 的 基 本 訓 練 ; 其 他 訓 練 包 括 行 為
紀 律 、 行 政 程 序 及 使 用 執 行 處 的 電 腦 系
統 。 訓 練 學 校 經 常 邀 請 律 政 司 和 香 港 警
務 處 毒 品 調 查 科 等 部 門 的 代 表 , 向 學 員
講 授 有 關 知 識 。 課 程 完 結 時 , 具 潛 質 兼
任 配 槍 人 員 的 助 理 調 查 主 任 , 會 額 外 接
受 一 星 期 的 基 本 槍 械 訓 練 才 加 入 調 查
組 ; 而 調 查 主 任 則 須 多 接 受 一 星 期 的 管
理 及 領 導 才 能 訓 練 , 為 肩 負 調 查 和 管 理
職 務 作 好 準 備 。
廉 署 一 般 會 預 留 部 分 學 額 予 與 我
們 有 緊 密 合 作 關 係 的 執 法 機 關 ( 如 澳 門
廉 政 公 署 、 香 港 證 券 及 期 貨 事 務 監 察 委
員 會 等 ) 的 新 入 職 人 員 。
入 職 培 訓 課 程 : 第 二 階 段
完 成 第 一 階 段 的 入 職 培 訓 後 , 助
理 調 查 主 任 會 被 調 派 到 調 查 科 一 ( 公 共
機 構 貪 污 ) 或 調 查 科 二 ( 私 營 機 構 貪 污 )
的 調 查 小 組 , 工 作 十 二 個 月 。 其 後 , 學
員 會 接 受 三 星 期 的 第 二 階 段 入 職 培 訓 。
課 程 內 容 以 他 們 第 一 年 累 積 的 實 際 經 驗
為 基 礎 , 重 點 訓 練 學 員 對 詐 騙 案 及 財 務
調 查 的 認 識 。 完 成 第 二 階 段 訓 練 後 , 助
理 調 查 主 任 會 被 調 往 另 一 個 調 查 科 , 接
受 第 二 年 「 在 職 訓 練 」, 進 一 步 擴 闊 他
們 的 實 際 經 驗 。
入 職 訓 練 課 程 : 第 三 階 段
完 成 第 二 年 「 在 職 訓 練 」 後 , 助
理 調 查 主 任 會 接 受 第 三 階 段 入 職 培 訓 。
訓 練 內 容 也 是 以 實 際 經 驗 為 基 礎 , 從 實
務 層 面 深 入 講 解 如 何 處 理 線 人 和 臥 底 行
動 。 學 員 也 須 接 受 「 評 核 中 心 」 的 一 連
串 測 試 , 包 括 簡 報 技 巧 、 拘 捕 與 搜 查 、
編 製 證 據 檔 案 作 檢 控 用 途 、 在 法 庭 作 口
述 證 供 , 以 及 對 訴 訟 程 序 的 認 識 。
The 14-week Stage I Induction Course involves
training in law, legal issues, practical investigation
techniques, cognitive interviews and physical
training, basic training in first aid, self-defence
and the use of firearms. The course also covers
conduct and discipline, administrative procedures,
and the use of operational computer systems.
Outside speakers including representatives from the
Department of Justice and the Narcotics Bureau of
the Hong Kong Police are often invited to address
the new recruits. At the conclusion of the course,
Assistant Investigators who have been identified
as suitable to become an Arms Issued Officer are
given a further one-week Basic Firearms Course
before they are deployed to Investigation Branches.
Investigators will undertake another one-week
Management and Leadership Course to help them
take up their role as an investigator and a manager.
ICAC normally reserve some training places
for new recruits of agencies having a close working
relationship with the ICAC, such as the Macao
Commission Against Corruption and the Hong Kong
Securities and Futures Commission.
Stage II Induction Course
Af ter St age I t raining , an A ssis t ant
Investigator is posted to an investigation section
either in Investigation Branch I (public sector
corruption) or Investigation Branch 2 (private sector
corruption). After a 12-month tour of duty in that
Branch, the officer will attend a three-week Stage II
Induction Course, which builds upon the practical
experiences he or she has been exposed to in the
first year and which includes substantial fraud and
financial investigation training. Upon conclusion
of the course, the Assistant Investigator will be
cross-posted to another Investigation Branch for 12
months to widen his or her practical experience
gained in their first year.
Stage III Induction Course
After completion of another 12-month
"on-the-job" training, an Assistant Investigator
attends a Stage III Induction Course which further
builds upon his/her experience and introduces
in more detail the practical aspects of informant
handling and undercover operations. Through
the use of Assessment Centre exercises, the
officer undergoes a demanding series of practical
scenarios covering briefing skills, arrest and search,
