與 管 理
房 署 於 二 零 零 五 年 將 大 部 份 零 售
店 舖 和 停 車 場 分 拆 予 領 匯 房 地 產 投 資 信
託 基 金 後 , 現 時 仍 擁 有 21 個 公 眾 街 市 ,
其 中 三 個 為 整 體 承 租 街 市 , 由 透 過 公 開
招 標 聘 任 的 整 體 承 租 人 經 營 ; 其 餘 18 個
傳 統 街 市 則 由 房 署 或 物 業 管 理 承 辦 商 管

面 , 防 貪 處 建 議 房 署 不 應 再 容 許 投 標 者
在 開 標 後 , 更 改 標 書 的 具 體 內 容 , 以 避
免 影 響 標 書 評 審 工 作 。 此 外 , 防 貪 處 亦
建 議 房 署 應 發 出 有 關 訂 定 租 約 生 效 日 期
的 指 引 , 並 規 定 房 屋 事 務 經 理 如 要 延 遲
生 效 日 期 , 須 先 獲 取 高 層 人 員 的 批 准 。
為 解 決 街 市 檔 位 阻 塞 公 共 通 道 的 情 況 ,
房 署 應 規 定 監 督 人 員 突 擊 巡 查 街 市 , 並
由 總 部 派 出 獨 立 的 特 遣 行 動 組 進 行 巡
查 。

制 程 序
羅 湖 出 入 境 管 制 站 每 日 處 理 超 過
20 萬 名 旅 客 , 包 括 香 港 居 民 、 內 地 和 外
國 旅 客 。 入 境 處 利 用 「 快 檢 通 系 統 」 為
旅 客 辦 理 出 入 境 手 續 ; 該 系 統 可 協 助 入
境 處 人 員 利 用 「 可 疑 旅 客 索 引 」 甄 別 涉
嫌 為 非 法 目 的 , 如 非 法 工 作 、 賣 淫 等 試

Hong Kong Police Force (HKPF) – Bail
Procedures
After a person is arrested by HKPF, he may
be bailed for further police enquiries or bailed to
appear in court. Bail may be granted in the form
of cash, self-recognisance or surety. In 2006,
HKPF processed some 37,000 bail cases involving
over $70 million of bail money.
We recommended that HKPF should
enhance the control of the bail processing
procedures to strengthen accountability. To
minimise the risk of an unscrupulous police
officer taking advantage of the time gap between
a decision not to prosecute and the next bail
report date to solicit a corrupt advantage for
purported case "fixing", we recommended that
HKPF should expedite the notification to the bailee
of the decision not to prosecute. Further, as the
large amount of bail money being held in police
stations presents a "temptation", we recommended
measures for HKPF to strengthen the safekeeping
of bail money. We also recommended HKPF to
consider accepting bail money in non-cash form to
reduce the cash kept in police stations.
Hongkong Post (HKP) – Cash Handling in Post
Offices
The counter staff in 133 Post Offices of
the HKP are responsible for a wide range of cash
handling duties relating to HKP's retail business,
such as the sale of postal or memorial stamps.
They also provide payment collection service for
government bills and utility bills. In total, the
Post Office counters handled about $161 billion of
payments every year with 98% (i.e. $158 billion) in
cash and the rest by credit cards and cheques, etc.
The study noted that some Post Offices
retained overnight cash exceeding the authorised
limits. We recommended that HKP should require
the regional/area managers to actively monitor
individual Postmaster’s daily bank-in practice and
ensure that the Postmasters do not hold excessive
overnight cash. We further recommended that
HKP should enhance the cash audit system and
strengthen control over access to the safes and
strong rooms in Post Offices. Also, to minimise the
risk of staff collusion, we recommended that HKP
should ensure that staff are periodically rotated
among its offices.
