例 》 , 律 政 司 司 長 可 授 權 廉 署 調 查 人
員 , 應 海 外 執 法 及 司 法 機 構 的 要 求 , 就
貪 污 相 關 案 件 展 開 正 式 調 查 , 包 括 會 見
證 人 及 疑 犯 , 執 行 搜 查 令 以 尋 找 證 據 ,
查 閱 銀 行 戶 口 及 文 件 , 以 及 凍 結 資 產 。
同 樣 地 , 廉 署 也 可 要 求 海 外 相 關 機 構 協
助 , 在 當 地 進 行 調 查 。 二 零 零 六 年 , 廉
署 人 員 透 過 海 外 執 法 機 構 的 安 排 , 分 別
在 澳 門 特 別 行 政 區 會 見 三 名 證 人 , 在 新
加 坡 會 見 1 3 名 證 人 , 在 美 國 會 見 四 名
證 人 , 在 馬 來 西 亞 會 見 七 名 證 人 , 在 日
本 會 見 一 名 證 人 , 及 在 澳 洲 會 見 兩 名 證

聯 絡 會 議 及 探 訪
為 加 強 與 海 外 執 法 機 構 的 合 作 及
促 進 相 互 了 解 , 執 行 處 首 長 每 年 均 與 美
國 聯 邦 調 查 局 、 皇 家 加 拿 大 騎 警 、 澳 洲
聯 邦 警 隊 、 廣 東 省 人 民 檢 察 院 和 澳 門 特
別 行 政 區 廉 政 公 署 等 機 構 的 高 層 代 表 舉
行 聯 絡 會 議 。 此 外 , 廉 署 在 二 零 零 六 年
參 加 了 由 澳 洲 領 事 館 、 英 國 領 事 館 、 美
國 聯 邦 調 查 局 、 德 國 領 事 館 、 日 本 警 察

廉 政 公 署 第 三 屆 國 際 會 議
由 於 近 年 來 接 二 連 三 揭 發 企 業 醜
聞 , 廉 署 於 二 零 零 六 年 五 月 九 日 至 十 一
日 舉 辦 了 以 「 誠 信 管 治 攜 手 滅 貪 」 為
題 的 「 廉 政 公 署 第 三 屆 國 際 會 議 」。 在
為 期 三 天 的 會 議 上 , 全 球 的 專 業 精 英 與
來 自 41 個 司 法 管 轄 區 逾 150 間 機 構 的 440
名 代 表 , 就 企 業 貪 污 這 個 備 受 國 際 關 注
的 議 題 , 進 行 知 識 和 經 驗 交 流 。 此 外 ,
廉 署 亦 首 度 與 世 界 銀 行 學 院 合 作 , 就 多
項 貪 污 問 題 向 與 會 代 表 進 行 意 見 調 查 ,
並 在 會 議 閉 幕 前 , 由 世 界 銀 行 學 院 國
際 研 究 項 目 總 監 郭 富 民 先 生 公 布 調 查 結
果 。

organised.
International Liaison and Mutual Assistance
Through the Department's International
and Mainland (Operational) Liaison Section,
arrangements were made during the year for ICAC
officers to visit the Mainland on 25 occasions,
and for 43 witnesses to be interviewed in the
Mainland. The Section also offered assistance on
37 occasions to investigators from various Mainland
procuratorates who visited Hong Kong to interview
40 Hong Kong residents as their witnesses.
Under the Mutual Legal Assistance in
Criminal Matters Ordinance, the Secretary for
Justice may authorise ICAC investigators to conduct
formal corruption-related enquiries in response
to requests from overseas law enforcement
organisations and judicial authorities. These
include interviewing witnesses and suspects,
executing search warrants in pursuit of evidence,
examining bank accounts and documents, and
restraining assets. In return, the ICAC may also
secure assistance from its overseas counterparts
in conducting enquiries in their jurisdictions. In
2006, through the arrangement of our overseas
liaison counterparts, a total of three witnesses were
interviewed in the Macao Special Administrative
Region, 13 in Singapore, four in USA, seven in
Malaysia, one in Japan and two in Australia. The
ICAC has also arranged eight witnesses to attend
interviews with the Corrupt Practices Investigation
Bureau of Singapore in Hong Kong.
Liaison Meetings and Visits
T o e n h a n c e c o - o p e r a t i o n a n d
understanding, the Head of Operations held annual
meetings with senior legal liaison representatives
from the U.S. Federal Bureau of Investigation, the
Royal Canadian Mounted Police, the Australian
Federal Police, the Guangdong Provincial People's
Procuratorate and the Commission Against
Corruption of the Macao Special Administrative
Region. Furthermore, the ICAC attended 62 liaison
meetings and functions organised by the Australian
Consulate, British Consulate, Federal Bureau of
Investigation of the U. S., German Consulate, Japan
National Police Agency, New Zealand Consulate,
Philippines Consulate, Royal Canadian Mounted
Police and U. S. Customs.
