專 題 訓 練
訓 練 學 校 也 會 不 時 舉 辦 專 題 課
程 。 二 零 零 六 年 舉 辦 的 課 程 包 括 為 扣 留
中 心 、 跟 蹤 小 組 及 情 報 小 組 人 員 開 設 法
律 及 實 務 訓 練 工 作 坊 , 並 為 澳 門 廉 政 公
署 及 稅 務 局 實 地 審 核 組 籌 辦 法 律 及 調 查
技 巧 課 程 。
海 外 培 訓
二 零 零 六 年 , 執 行 處 繼 續 派 員 往
外 地 參 與 管 理 及 專 業 培 訓 課 程 。 這 些 課
程 包 括 : 澳 洲 的 警 隊 管 理 培 訓 課 程 、 美
國 聯 邦 調 查 局 全 國 學 院 的 訓 練 課 程 、 皇
家 加 拿 大 騎 警 學 院 的 行 政 課 程 、 在 曼 谷
舉 辦 的 國 際 執 法 機 構 專 業 課 程 、 布 林 斯
希 爾 國 家 警 官 學 院 的 國 際 策 略 領 導 訓 練
課 程 , 以 及 哈 佛 大 學 的 高 級 行 政 人 員 課
程 。
與 其 他 紀 律 部 隊 的 聯 繫
年 內 , 執 行 處 與 本 地 其 他 紀 律
部 隊 的 高 層 人 員 舉 行 了 五 次 聯 絡 會 議 。
此 外 , 執 行 處 也 聯 同 防 止 貪 污 處 及 社 區
關 係 處 的 代 表 , 透 過 「 警 方 反 貪 污 策 略
督 導 委 員 會 」, 與 香 港 警 務 處 的 高 層 管
理 人 員 進 行 了 三 次 會 議 , 商 討 各 項 反 貪
策 略 。 廉 署 又 為 警 司 級 及 以 上 的 警 務 人
員 安 排 了 四 次 簡 報 會 , 並 為 其 他 紀 律 部
隊 舉 辦 了 六 次 研 討 會 、 研 習 班 和 專 題 講
座 。
國 際 聯 絡 與 協 查
年 內 , 透 過 國 際 及 內 地 ( 行 動 )
聯 絡 組 的 安 排 , 廉 署 人 員 曾 到 訪 內 地
25 次 , 會 見 43 名 證 人 。 在 該 組 的 協 助
下 , 內 地 多 個 檢 察 院 的 調 查 人 員 亦 來
港 37 次 , 會 見 40 名 願 意 作 證 的 香 港 居
民 。
As part of our commitment to international
law enforcement co-operation, we arrange for
senior overseas law enforcement specialists to
attend the course as Visiting International Fellows.
In 2006, a senior instructor from the Australian
Institute of Police Management attended part of
the course. As a reciprocal arrangement, an ICAC
Training Officer attended the Australian Institute of
Police Management in Sydney during the year as a
Visiting International Fellow.
Ad Hoc Training
The Training School also organises courses
and workshops on an ad hoc basis. In 2006,
legal and practical training workshops were
arranged for officers of the Detention Centre,
Surveillance Unit, and Intelligence Unit. Courses
on law and investigation skills were also organised
for the Macao Commission Against Corruption
and the Audit Field Unit of the Inland Revenue
Department.
Overseas Training
The Department continued to send officers
to attend overseas management and professional
training courses in 2006. Courses attended
include the Australian Police Management
Development Programme, the US Federal Bureau
of Investigation National Academy Course, the
Royal Canadian Mounted Police Administration
Course, the International Law Enforcement Agency
professional courses in Bangkok, the International
Strategic Leadership Program run by the Central
Police Training and Development Authority at
Bramshill, and the Senior Executive Fellows
Programme at Harvard University.
OPERATIONAL LIAISON
During the year, senior of ficers of
the Department held five operational liaison
meetings with their local disciplined counterparts.
Besides, a directorate officer from the Operations
Department, together with representatives of
the Corruption Prevention Department and the
Community Relations Department, attended
three meetings through the Force Anti-Corruption
Strategy Steering Committee to discuss anticorruption
strategies with the senior management
of the Hong Kong Police. These apart, four
briefings for senior Police officers at the rank of
Superintendent and above and six operational
