主 立 案 法 團 的 運 作 欠 缺 透 明 度 所 致 。 其
中 許 多 舉 報 僅 屬 輕 微 性 質 , 會 由 快 速 反
應 隊 迅 速 處 理 。 除 了 繼 續 加 強 防 貪 教 育
外 , 廉 署 會 密 切 注 視 一 些 大 廈 翻 新 工 程
合 約 在 判 授 過 程 中 所 衍 生 的 較 嚴 重 貪 污
問 題 。 二 零 零 六 年 , 共 有 42 人 因 涉 及
與 樓 宇 管 理 有 關 的 貪 污 或 相 關 罪 行 而 被
檢 控 。
繼 樓 宇 管 理 後 , 金 融 保 險 界 和
飲 食 娛 樂 服 務 界 錄 得 第 二 和 第 三 高 的 舉
報 數 字 , 分 別 有 166 宗 和 137 宗 。 在 該
166 宗 涉 及 金 融 保 險 界 的 舉 報 中 ,58 宗
與 銀 行 業 有 關 、47 宗 與 保 險 業 有 關 ,
其 餘 的 則 與 其 他 金 融 機 構 或 公 司 、 外 匯
交 易 、 投 資 、 證 券 或 黃 金 買 賣 有 關 。 儘
管 大 部 分 涉 及 金 融 保 險 業 的 個 案 只 屬 個
別 違 反 誠 信 的 事 件 , 但 廉 署 十 分 關 注 這
界 別 內 與 貪 污 有 關 的 詐 騙 罪 行 有 所 上 升
的 情 況 。 這 些 罪 行 不 但 嚴 重 影 響 投 資 者
的 信 心 , 更 會 損 及 香 港 國 際 金 融 中 心 的
聲 譽 。 年 內 , 金 融 保 險 界 別 共 有 51 人
遭 廉 署 檢 控 。
不 論 在 公 營 或 私 營 機 構 , 良 好 的
誠 信 和 操 守 均 是 抵 禦 貪 污 的 有 效 壁 壘 。
廉 署 除 繼 續 致 力 推 廣 商 業 道 德 和 良 好 企
業 管 治 外 , 更 會 定 期 檢 視 貪 污 舉 報 的 性
質 、 經 濟 發 展 的 趨 勢 、 潛 在 的 貪 污 範 疇
等 , 相 應 地 調 整 其 工 作 策 略 。 隨 著 中 港
兩 地 的 經 濟 活 動 迅 速 增 長 , 廉 署 認 為 有
需 要 向 跨 境 營 商 者 , 提 供 有 關 管 理 貪 污
風 險 的 服 務 。 年 內 , 廉 署 編 製 了 一 套
《「 誠 」 本 管 理 生 「 才 」 有 道 》 實 務
錦 囊 , 供 銀 行 金 融 界 參 考 使 用 。 該 套 實
務 錦 囊 亦 可 用 作 培 訓 受 聘 於 港 資 銀 行 的
內 地 管 理 人 員 。 鑑 於 香 港 地 產 市 場 恢 復
生 機 , 廉 署 夥 同 地 產 代 理 行 業 於 年 內 推
出 一 項 專 業 道 德 推 廣 計 劃 。 值 得 特 別 指
出 的 是 , 廉 署 的 防 貪 講 座 已 獲 納 入 多 個
專 業 界 別 的 持 續 專 業 進 修 計 劃 之 內 。

continued to top the list with 822 complaints
or 40% of all private sector reports. Our
investigations revealed that the primary cause
of many reports was ascribed to the lack of
transparency in the work of owners’ corporations.
Many reports were minor in nature and were
swiftly dealt with by the Quick Response Team.
In addition to preventive education efforts, the
Commission would be on guard over indications
of more serious corruption crime emerged in the
awarding of renovation contracts. In 2006, 42
persons were prosecuted for corruption-related
crime and other offences relating to building
management.
Following building management, the
finance and insurance, as well as the catering and
entertainment services sub-sectors registered the
second and third highest number of complaints,
at 166 and 137 respectively. Of the 166 reports
relating to the finance and insurance sub-sector,
58 went to the banking industry, 47 concerned
the insurance industry and the rest involved other
financial institutions and companies, foreign
exchange trading, investment, equities and gold
trading. Whilst cases relating to the finance and
insurance sub-sector appeared to involve random
breaches of trust, the Commission was concerned
about the rising number of corruption-facilitated
fraud in this sub-sector because of its adverse
impact on investors’ confidence and on Hong
Kong’s reputation as an international financial
centre. In the year under review, 51 persons were
prosecuted in relation to the finance and insurance
sub-sector.
Integrity is the first line of defense against
corruption. This holds truth both in the public
and private sectors. Much have been done
in promoting business ethics and corporate
governance and the Commission would adjust its
work strategy through regular reviews of the nature
of corruption allegations received, economic
development trend and potentially vulnerable
areas. In the midst of surging economic activities
between Hong Kong and the Mainland, the
Commission sees a service need in corruption-risk
management for cross-boundary businessmen. In
the year under review, the Commission produced
a new tool kit for managing staff integrity for
reference and use of the banking and finance
