證 人 保 護
證 人 保 護 及 槍 械 組 的 成 員 均 受 過
專 門 訓 練 , 專 責 保 護 證 人 和 執 行 其 他 特
別 任 務 , 並 為 配 槍 人 員 提 供 訓 練 。「 保
護 證 人 計 劃 」 是 根 據 《 證 人 保 護 條 例 》
而 訂 立 和 運 作 , 目 的 在 協 助 及 保 護 因 為
擔 任 廉 署 證 人 而 致 人 身 安 全 或 福 祉 可
能 受 到 威 脅 的 人 士 。 年 內 , 證 人 保 護 及
配 槍 人 員 曾 協 助 各 調 查 小 組 完 成 多 項 行
動 , 包 括 應 付 有 暴 力 傾 向 的 疑 犯 、 強 行
進 入 樓 宇 執 行 搜 查 令 , 以 及 押 送 高 危 囚
犯 等 。 該 組 的 槍 械 訓 練 員 負 責 為 配 槍 人
員 提 供 槍 械 及 近 距 離 保 護 證 人 訓 練 。 年
內 , 該 組 挑 選 了 12 名 參 與 入 職 培 訓 課 程
的 調 查 人 員 接 受 基 本 槍 械 訓 練 , 為 他 們
加 入 配 槍 隊 提 供 初 級 訓 練 。
年 內 , 一 隊 來 自 英 國 的 證 人 保 護
專 家 曾 為 廉 署 配 槍 人 員 提 供 訓 練 , 並
檢 討 廉 署 的 證 人 保 護 政 策 。 二 零 零 六 年
三 月 , 一 位 澳 洲 聯 邦 警 隊 的 調 查 員 在 廉
署 作 兩 星 期 的 交 流 實 習 , 參 與 廉 署 的 訓
練 計 劃 和 分 享 澳 洲 在 保 護 證 人 方 面 的 經
驗 。
資 訊 科 技
廉 署 的 資 訊 科 技 管 理 組 於 二 零 零
三 年 八 月 成 立 , 由 執 行 處 統 轄 , 專 責 就
資 訊 科 技 事 宜 提 供 意 見 及 支 援 , 為 廉 署
的 發 展 和 配 合 電 子 政 府 計 劃 , 制 訂 資 訊
科 技 策 略 。 二 零 零 六 年 , 資 訊 科 技 管 理
組 著 力 於 計 劃 及 推 行 一 套 綜 合 及 可 持 續
發 展 的 資 訊 科 技 系 統 , 以 配 合 廉 署 在 新
總 部 大 樓 的 發 展 。
資 訊 科 技 的 發 展 日 新 月 異 , 已 成
為 個 人 日 常 生 活 , 及 公 、 私 營 機 構 日 常
運 作 不 可 或 缺 的 部 分 。 犯 罪 分 子 亦 迅 速
利 用 資 訊 科 技 進 行 非 法 活 動 。 執 行 處 於
一 九 九 九 年 成 立 電 腦 資 料 鑑 證 組 , 為 需
要 進 行 電 腦 相 關 調 查 的 前 線 調 查 人 員 提
供 全 面 支 援 , 包 括 檢 索 、 取 得 及 分 析 電
The Third ICAC Symposium
In response to a spate of corporate failures,
the ICAC organised the Third ICAC Symposium
featured "Corporate Corruption, Integrity &
Governance" between 9 and 11 May 2006.
During the three-day Symposium, the world's
top experts and a total of 440 delegates from 41
jurisdictions and over 150 organisations gathered
to share their knowledge and experience in areas
of common concern. It was also the first time
ICAC collaborated with the World Bank Institute
to conduct a survey on the delegates' view on
various issues of corruption and the findings was
announced by Mr Daniel Kaufmann, Director
of Global Programs of the Institute, before the
conclusion of the Symposium.
WITNESS PROTECTION
T h e C o m mission ha s a d e dic ated
section comprising specially trained officers
responsible for witness protection and other
special operations, as well as providing training
to a cadre of Arms Issued Officers (AIOs). The
witness protection program was established
and maintained in accordance with the Witness
Protection Ordinance to provide assistance and
protection for witnesses whose personal safety
or well-being may be at risk as a result of being
a witness for the ICAC. Throughout the year,
Witness Protection Officers and the AIO cadre
had assisted the investigation sections in a number
of operations involving potential violent suspects,
executing search warrants by force entry and
escorting high risk prisoners. The Arms Training
Officers in the section organised Firearms and
Close Protection training courses for the AIO
cadre. In 2006, a total of 12 investigating officers
attending the Induction Courses were selected to
receive Basic Firearms Training Course, a beginner
course for joining the AIO cadre.
During the year, a team of UK witness
protection experts was engaged to provide training
to the AIO cadre and reviewed the witness
protection policy of the ICAC. In March 2006, an
agent from the Australian Federal Police visited the
ICAC for a 2-week training attachment and shared
with us the Australian experience in managing
witness protection program.
