Dec<strong>en</strong>tralization And Equity:A Review of the Latin America LiteratureMónica Riutort, Fabio Cabarcas.Universidad de Toronto, CanadaIntroductionThe docum<strong>en</strong>t pres<strong>en</strong>ted here is a part of a larger paper we are working on that examinesequity and the reform of the health sector in Latin American and the Caribbean(lac), focussing on the experi<strong>en</strong>ces gained, the lessons learned, and the strategicopportunities resulting from the reform of the health care sector.This docum<strong>en</strong>t is elaborated as a preliminary contribution to the discussion ofthe effects on equity as a result of the dec<strong>en</strong>tralization of the health system in lac.Dec<strong>en</strong>tralization has be<strong>en</strong> one of the key aspects of the health reform.This docum<strong>en</strong>t, which is a literature review of published articles starts with a descriptionof the historical background of health reforms in lac. Secondly, it providesa brief description of the process of dec<strong>en</strong>tralization in countries such as Colombia,Brazil, Chile, Mexico and Costa Rica in order to illustrate differ<strong>en</strong>t t<strong>en</strong>d<strong>en</strong>cies in thetransformations of the health systems in the region. Th<strong>en</strong>, it discusses the impact ofdec<strong>en</strong>tralization on equity and finally it draws some preliminary conclusions basedon the revision of the literature.MethodologyA review of academic literature on this topic was done.
