To clarify this, usually DAAB adds such remarks as follows in its advice
or informal opinions:
“The DAAB has been asked to give its advice or opinion on the matter
of …..which it is pleased to do, on the understanding that the advice
or opinion is not binding on the Parties or the Engineer or the DAAB,
and the DAAB remains free to alter its advice or opinion on the basis
of further information provided to it in the future whether in the
course of another request for advice or opinion or as part of a
possible future Referral to the DAAB for Decision under Sub- Clause
20.4.”
